日中韓首脳会議、越年か　「徴用工」で調整難航

　日中韓３カ国が持ち回りで開く首脳会議が、今年は開催のめどが立っていない。新型コロナウイルスの影響に加え、韓国人元徴用工訴訟をめぐる対立で、日本と主催国である韓国との調整が難航しているためだ。日本政府高官は「現状では菅義偉首相は韓国に行けない」と明言しており、年明け以降に持ち越される公算が大きい。
　茂木敏充外相は１３日の記者会見で、首脳会議の見通しについて「現段階で決まっていることはない」とコメント。韓国外務省副報道官は同日の会見で「年内開催に向けて努力中で、関係国と協議している」とだけ語った。
　日本政府は、新日鉄住金（現日本製鉄）に賠償を命じた２０１８年の韓国最高裁判決に反発。韓国側が差し押さえた同社資産を現金化すれば「深刻な状況を招く」と繰り返し警告してきた。これに対し、韓国政府は「司法の判断を尊重する」との立場を崩さず、こう着状態が続く。
　９月に安倍晋三前首相が退陣したことで一時、韓国政府内で局面転換への期待が高まったが、菅政権は安倍政権の外交方針を継承。「現金化はしないと韓国側が保証すれば検討するが、いつ現金化されるか分からない状況で首相訪韓はあり得ない」（外務省幹部）とくぎを刺す。
　改善に向かっていた中国との関係も、香港での強権的姿勢や沖縄県・尖閣諸島周辺での中国公船の行動活発化で、自民党内から中国を警戒する声が強まっている。同党外交部会の幹部は「いま日中韓の首脳で会ってもメリットはない。やる意味は全くない」と指摘した。（2020/10/14-07:07）

Japan, China and South Korea now seem unlikely to hold a trilateral summit within this year, due to a Japan-South Korea dispute over the issue of wartime labor, as well as amid the coronavirus pandemic.
   "At the moment, nothing has been decided" about the next trilateral summit to be hosted by South Korea, Japanese Foreign Minister Toshimitsu Motegi told a press conference on Tuesday.
   Meanwhile, a South Korean Foreign Ministry spokesperson said at a press briefing on the same day that the South Korean government is making efforts to realize the summit within this year while consulting with the other countries concerned.
   The Japanese government sees as unacceptable the South Korean Supreme Court's ruling against Japan's Nippon Steel Corp. on a wartime labor lawsuit in 2018.
   Tokyo has repeatedly warned that if the South Korean side takes action to cash in assets seized from the Japanese company, that would cause a serious bilateral situation.
