ＩＲ計画受け付け延期　来年１０月から、コロナ影響―観光庁

　カジノを含む統合型リゾート（ＩＲ）で、観光庁は９日、最大３カ所の整備地域を選定する基準を盛り込んだ基本方針の修正案を公表した。誘致を目指す自治体から整備計画を受け付ける期間を２０２１年１月４日～７月３０日から、同１０月１日～２２年４月２８日に延期した。新型コロナウイルスの影響で自治体の作業が遅れている状況を考慮した。
　自治体の申請手続きがずれ込み、２０年代半ばを描いてきた政府の開業目標に影響しそうだ。また、修正案にはＩＲ事業者らと公務員の接触ルールや、感染症対策の項目を追加した。観光庁は９日から１１月７日まで意見公募を実施する。
　修正案では誘致を希望する自治体に対し、ＩＲ事業者らと面談する際のルール作りを求めた。内閣府のＩＲ担当副大臣だった秋元司衆院議員の絡む汚職事件を受けた対応だ。面談は庁舎内で複数の職員らで対応し、やりとりを記録することなどを例示した。
　ＩＲにはカジノやホテル、展示場といったさまざまな施設がある。大勢の観光客らが集まれば、新型コロナの感染リスクが高まる。自治体には感染防止策と、感染者が発生した場合の対応をまとめた計画を作るよう求めた。ギャンブル依存症に関しては、対策基本法に基づく計画を策定し、適切に対処することを要請した。（2020/10/09-19:34）

Japan's local governments may be allowed to submit to the central government their plans to host casino-featuring integrated resorts, or IRs, about a year later than envisaged, informed sources have said.
   In its draft basic IR development guidelines, released last year, the central government said the submission period would be Jan. 4-July 30 next year.
   But the government will have to push back the period due to a delay in work to finalize the guidelines caused by the IR-linked corruption scandal with lawmaker Tsukasa Akimoto at the center and the novel coronavirus pandemic, the sources said.
   The delay is affecting preparations by prefectural and municipal governments that are bidding to host the controversial resorts.
   Among them, the team of the Osaka prefectural and city governments has dropped its plan to open an IR before the 2025 World Expo to be held in Osaka. The Yokohama municipal government and the Wakayama and Nagasaki prefectural governments have not even been able to select facility operators with whom they will work out their respective IR development plans.
