国土強靱化、来年度以降も推進　具体目標を検討―小此木防災相インタビュー

　小此木八郎防災担当相は２日のインタビューで、国土強靱（きょうじん）化について、３カ年緊急対策の期限が切れる来年度以降も具体的な目標を検討し、計画的に進めていく考えを改めて示した。
　―国土強靱化に関する３カ年緊急対策が今年度末で期限を迎える。その後については。
　与党や全国知事会、建設業界から対策期間の延長などの要望を頂いた。具体的な内容、目標を検討するとともに、中長期の見通しについても検討する。緊急対策後も国土強靱化を計画的に推進できるよう必要十分な予算の確保に努める。
　―新型コロナウイルス禍で、７月豪雨など災害が発生した。
　（就任後に）熊本県人吉市、球磨村を視察したが、避難所における「３密」の回避は非常に努力されていた。一方で、知人宅などへの「分散型避難」が進んだ結果、７月豪雨では在宅避難者の把握が難しいという課題が残った。得られた教訓を次の備えに生かしていくことが重要だ。
　―「避難勧告」を廃止し、「避難指示」に一本化する方向で検討している。
　指示とか勧告とかいろいろな言葉は役所の中の整理としては有効だが、実際に避難する人がしっかり分かるようにしなければならない。一本化には災害対策基本法の改正が必要。準備を進め、来年梅雨期から運用開始を目指す。
　―防災分野のデジタル化をどう進めるか。
　災害が激甚化、頻発化する中で、早めの情報の認識が重要。住民情報や被災情報を連携して、自治体が被災者支援に活用できる基盤的なシステムを構築する。罹災（りさい）証明書の電子申請やコンビニ交付にも対応したい。多岐にわたる被災者支援制度については、被災者や自治体が簡単に検索できるデータベース構築に取り組む。（2020/10/03-07:13）

The Japanese government plans to continue its efforts to beef up the country's disaster preparedness, Hachiro Okonogi, minister for disaster management, said in a recent interview.
   Okonogi reiterated his intention to continue efforts even after the government's three-year initiative to increase the country's disaster resilience expires at the end of March next year.
   The government plans to consider new goals and measures while securing sufficient funding, Okonogi said.
   Referring to torrential rains in southwestern Japan in July, Okonogi said municipalities made all-out efforts to avoid the 3Cs of closed, crowded and close-contact settings at evacuation centers in an effort to prevent coronavirus infection.
   In the rain disaster, he said, many people evacuated to different places such as the homes of acquaintances, rather than gathering at designated evacuation centers, which made it difficult for the authorities to grasp the circumstances of affected residents outside evacuation shelters.
