全国民にデジタル化の恩恵を　平井改革担当相インタビュー

　平井卓也デジタル改革担当相は３０日のインタビューで、来年中の新設を目指すデジタル庁について「全ての国民にデジタル化の恩恵がちゃんと届くようにするのが目標だ」と述べた。同庁が行政システムの刷新だけでなく、成長戦略も担うべきだとの考えも示した。
　―デジタル庁が果たす役割や設置時期は。
　なぜデジタル社会を進めなければならないのか国民に説明し、実現するための組織としてつくる。システム改革だけではなく、あらゆる行政サービスの改革、わが国の成長戦略も担うべきだ。全ての国民にデジタル化の恩恵がちゃんと届くようにすることが目標だ。（設置時期は）来年中だ。今までの霞が関とは全然違うスピードで進んでいる。
　―デジタル庁は公共インフラのデジタル化にも関わるのか。
　所掌範囲や権限は、有識者らの知恵を集め、海外の取り組みも参考にしながら検討する。医療、教育、防災などの準公共分野も含めた社会全体のデジタル化を強力に推進していこうとなると当然、重要インフラにどのように関わるのかも考える必要がある。
　―復興庁と似ているが違うものになると発言していたが、その違いは。
　時限がないことだ。
　―デジタル改革関連法案とは。
　骨格となるのは、ＩＴ基本法改正と（デジタル庁）設置法だ。個人情報保護法、マイナンバー法なども触らないといけない。
　―マイナンバーカードの普及策について、どう考えるか。
　既に２５００万枚が発行されており、民間がいろいろなサービスを提供したいという段階に入ってきた。これから急速に普及する可能性がある。デジタル社会が進めば進むほど、自分が自分であることを証明できることが非常に重要で、マイナンバーカードは不可欠のものだ。それを分かりやすく説明する努力をこれからも続けていきたい。（2020/10/01-07:09）

The goal of the soon-to-be established government agency tasked with digitalizing Japanese society is to make sure that all citizens reap the benefits of the digital shift, digital transformation minister Takuya Hirai said in a recent interview.
   Hirai said that the agency, which the government hopes to launch next year, will explain to the public why Japan must adopt digital technologies and will achieve the move.
   "It should be in charge of not just system reform, but also the reform of all administrative services and our nation's growth strategy," Hirai said, adding that the government is moving at an unprecedentedly fast pace to create the agency.
   The minister said that the agency's scope of activities and authorities will be decided on the basis of expert advice and reviews of similar efforts in other countries.
   "If (the agency) is to forcefully promote digitalization of society as a whole, including in semipublic fields such as health care, education and disaster prevention, we must think about how we will be involved in important infrastructure systems," he added.
