菅首相、衆院解散「任期にらみ判断」　感染防止と経済の両立優先―くすぶる「秋選挙」

　菅義偉新首相は１６日の就任記者会見で、新型コロナウイルス感染収束と経済立て直しの取り組みを最優先する考えを示した。その上で、衆院解散・総選挙について「１年以内に解散・総選挙がある。時間の制約も視野に入れながら考えていきたい」と述べ、慎重に判断する考えを示した。具体的な解散時期に踏み込まず、フリーハンドを残した形だ。衆院議員の任期満了が来年１０月２１日に迫り、選択肢は限られる。解散権を握る首相の判断を与野党が注視する。
　菅氏は会見で「感染拡大防止と経済（再生）両立を国民の皆さんは一番望んでいると思う。まずこのことに全力を挙げて取り組んでいきたい」と強調。「ワクチンが国民に行き渡らない状況では解散しないということか」との質問には「来年前半までのワクチン確保を目指していく」と答えるにとどめた。
　菅氏は自民党総裁に就任した１４日の会見で、解散について「コロナ問題が下火になってきたということでなければ難しいのではないか」と語った。３日の段階では「状況次第だ」と含みを残していたため、与党内には早期解散に慎重な姿勢に傾いているとの見方が出ている。
　それでも来年までの政治日程を見渡せば、比較的余裕がありそうなのは今年１０～１１月のため、今秋解散説がくすぶり続けている。新内閣の「鮮度」が高く、野党が十分な準備を整える時間的余裕がないという事情もある。１２月に入ると２０２１年度予算編成が本格化する上、冬場は新型コロナとインフルエンザが同時流行する恐れもある。
　来年は、夏に公明党が国政選挙並みに力を注ぐ東京都議選、東京五輪・パラリンピックと続き、９月末には菅氏の総裁任期が切れる。衆院任期満了に近づく「追い込まれ解散」を回避するには、１月の通常国会冒頭、遅くとも３月末に見込まれる２１年度予算成立直後しかなさそうだ。
　解散は首相の専権事項とはいえ、与党の意向は無視できない。自民党の二階俊博幹事長は１６日のＮＨＫ番組で「首相自身が熟慮してご判断されればいいことだ」とした上で、「党はいつ解散があっても対応できるよう準備を整えている。あしたからでも結構だ」と常在戦場の構え。公明党は支持母体の準備不足などを理由に、早期解散に慎重な立場を崩していない。（2020/09/17-07:05）

New Japanese Prime Minister Yoshihide Suga at his inaugural press conference Wednesday indicated his stance of carefully considering when to dissolve the House of Representatives, the all-important lower chamber of the Diet, the country's parliament, for a general election.
   Suga said that his administration's top priority is containing the new coronavirus epidemic and reviving the economy, which has been hit hard by the virus crisis. The term of office for the current Lower House members expires on Oct. 21 next year.
   "There will be a Lower House dissolution and a general election within one year," Suga said, adding "I will consider the matter while taking time constraints into account."
   Lawmakers of both ruling and opposition parties are keeping close attention on Suga's decision on a possible Lower House breakup.
   "I believe what people want most is preventing the spread of the coronavirus and achieving economic recovery at the same time," Suga said, adding that he will first put maximum effort into achieving the dual goals.
