元助役への提供突出＝工事情報、花見や誕生会も－関電「有力者」手厚く対応

　関西電力の役員らが福井県高浜町の森山栄治元助役（故人）から多額の金品を受け取っていた問題で、関電が発注する工事に関する情報を森山氏に突出して多く提供していたことが５日までに分かった。花見や誕生会なども開催していたといい、「地域の有力者」に手厚い対応を続けていた。
　関電の調査報告書によると、同社は森山氏に原発に関わるさまざまな情報を「幅広く、できるだけ早い時期」に提供。地元企業に発注予定の工事について概算額を算出し、発注時期や工期、規模などを伝えていた。
　森山氏に資金を提供していた建設会社「吉田開発」（高浜町）は同氏を通じて情報を得ていたとみられ、２０１４～１７年に関電やゼネコンから受注した１１３件の原発関連工事のうち、８３件に関する情報は事前に関電から森山氏に伝えられていた。
　関電は他の有力者からも問い合わせがあれば工事情報を伝えていたというが、岩根茂樹社長は２日の会見で、「（森山氏への提供が）圧倒的に多かったのは事実」と説明。他の原発立地地域よりも、詳細な情報を提供していたという。
　森山氏とは会合も繰り返しており、関電幹部が多数出席して新年会や花見、誕生会などを開催。連絡役の専用職員も福井県美浜町の原子力事業本部に配置していた。岩根社長は「特別扱いする必要があった。原発のいろいろなことが、森山氏に反対されると、うまくいかなくなると恐れていた」と振り返った。（2019/10/05-13:51）

Kansai Electric Power Co. gave special treatment to an influential former official of a nuclear plant host town by providing detailed information about construction work that would be ordered, informed sources have said.
   Kansai Electric also generously treated Eiji Moriyama, the late former deputy mayor of Takahama in the central Japan prefecture of Fukui, holding cherry blossom-viewing and birthday parties for him that were attended by senior company officials, the sources said.
   The town hosts the company's Takahama nuclear power plant.
   Kansai Electric had an employee at its nuclear operation headquarters in Mihama, also Fukui, to serve as a liaison to Moriyama.
   The company said late last month that 20 executives, including Chairman Makoto Yagi and President Shigeki Iwane, received money and goods worth 320 million yen from Moriyama, who died in March this year.
