安倍首相、銀行間手数料下げ要請　キャッシュレス普及狙い―未来投資会議

　政府は１６日の未来投資会議で、キャッシュレス決済の普及に不可欠な銀行間の送金手数料の引き下げを進める方針を決めた。安倍晋三首相は会議で「合理的な水準へ引き下げを図りたい」と表明。銀行間の交渉で定める現在の仕組みの見直しを求めた。会社員の兼業・副業の推進に向けては、働く人の自己申告に基づき企業が労働時間を管理できるよう早期の検討を指示した。
　銀行間の送金手数料は、銀行間決済システム「全国銀行データ通信システム（全銀システム）」の運営法人が定める仕組みに改める。政府は、振込手数料のコスト構造の「見える化」と並行して、銀行業界以外の関係者にも参加してもらい引き下げ議論を進めたい考え。
　銀行間手数料の水準は４０年以上も変わらず高止まりしており、キャッシュレス普及の障害となっている。公正取引委員会も４月に見直しを求めていた。また、小口送金の頻度が多い利用者の利便性を向上させるため、頻度にかかわらず定額で手数料を支払う仕組みの導入や全銀システムへの優良なノンバンクの参加なども提案した。（2020/06/16-18:44）

Japanese Prime Minister Shinzo Abe said Tuesday that the government will aim for a cut in interbank money transfer fees, in a bid to promote cashless payment in the country.
   The interbank fees, currently decided through negotiations between banks, have not fallen for over 40 years, becoming a stumbling block to the widespread use of cashless payment methods.
   The government is eyeing a new system to allow the nationwide interbank clearance system's operator to set the fees.
   "We'll aim for the fees to fall to reasonable levels," Abe said at a meeting of the government's Council on Investments for the Future on the day.
   The government plans to hold discussions on the issue with the participation of people outside the banking industry, while working to increase transparency in the interbank fee mechanism.
