特命発注、代々引き継ぎ＝関電、吉田開発は「特別な理由」－京都支社で８件

　関西電力幹部らが福井県高浜町の森山栄治元助役（故人）から多額の金品を受け取っていた問題で、関電が一部工事を森山氏と関係の深い建設会社「吉田開発」（同町）に独占的に発注し、社内の関係部門で代々引き継がれていたことが４日、分かった。こうした工事契約は「特命発注」と呼ばれ、関電は社内規定に定める「特別な理由」に該当すると判断していた。
　関電は２０１４～１７年に１８件の工事を吉田開発に特命発注。このうち、京都支社は管内北部の社宅建設工事など８件を発注した。関電によると、「高浜町の企業に発注してほしい」との森山氏の意向が背景にあるという。
　関電の岩根茂樹社長は２日の会見で、「立地地域企業への発注は重要課題」と述べる一方、吉田開発への発注について「発注プロセスと発注額は社内ルールに基づき適正に行われた」と、問題ないとの認識を示している。
　調査報告書によると、京都支社は特命発注する際、本社の調達本部に「立地地域の地元対策上必要」などと意見。同本部は、建物工事の登録発注先が現地では吉田開発しかないことも踏まえ、特命発注を「特別な理由がある」と判断することを役職者の間で引き継いでいたという。
　京都支社では１９８８年以降、社内研修の講師として森山氏を年１～２回招聘（しょうへい）するなど、「京都市内在住で（原発）立地地域の有力者である森山氏に対し、慎重・丁寧な対応をすることとしていた」（調査報告書）。森山氏から金品を受領していた２０人の中には、京都支社の副支社長経験者が３人含まれている。（2019/10/05-07:31）

Kansai Electric Power Co. has exclusively awarded orders for years to a construction firm closely linked to the influential late former deputy mayor of a nuclear plant host town, informed sources said Friday.
   Kansai Electric judged that placing such orders with the construction firm, Yoshida Kaihatsu, was justifiable due to special reasons under its internal rules, the sources said.
   Yoshida Kaihatsu had close connections with Eiji Moriyama, former deputy mayor of Takahama, Fukui Prefecture, central Japan, who died in March this year. The company is based in the town, which hosts Kansai Electric's Takahama nuclear plant.
   Kansai Electric, based in Osaka, western Japan, has said that 20 of its executives, including President Shigeki Iwane and Chairman Makoto Yagi, received a total of 320 million yen's worth of cash and goods between 2011 and 2018 from Moriyama.
   The company awarded 18 exclusive orders to Yoshida Kaihatsu between 2014 and 2017, including eight such orders placed by its Kyoto branch. The company had been asked to place orders with companies in Takahama, the sources said.
