関電側から３０億円超受注＝売上高５年で６倍に－元助役に資金提供の会社

　関西電力幹部が福井県高浜町の森山栄治元助役（故人）から多額の金品を受領していた問題で、森山氏に資金提供した同町の建設会社「吉田開発」が、関電側から過去４年間に少なくとも３０億円超の工事を受注していたことが２日、分かった。関電は同日午後、問題発覚後２回目の会見を開き、経緯について改めて説明する。
　工事経歴書によると、吉田開発は２０１４年９月以降の４年間で、関電や子会社から社員寮の改修工事などを直接受注したほか、大手ゼネコンの下請けとして、関電高浜原発（高浜町）や大飯原発（同県おおい町）の土木工事などを受注。敷地造成や道路整備など４０件以上に携わっていた。
　森山氏が約３０年にわたり非常勤顧問を務めた関電子会社からも、倉庫建設工事を１億５０００万円で受注していた。小額案件は経歴書に記載されないため、関電側からの受注はさらに多い可能性もある。
　民間信用調査会社によると、売上高は５年間で６倍超に増えている。１３年８月期は約３億５０００万円だったが、１５年８月期は１０億円を超え、１８年８月期には約２１億８０００万円に達した。１１年の東京電力福島第１原発事故の影響で原発関連の受注が減少したが、近年は再稼働に向けた安全対策工事などで増収が続いているという。
　吉田開発は、森山氏に原発関連工事受注の手数料などとして約３億円を提供していたことが金沢国税局の税務調査で判明。関電が発注した工事代金の一部が経営幹部に「還流」した疑いもある。（2019/10/02-13:28）

A construction company linked to a late former deputy mayor of a nuclear plant host town at the center of a money scandal involving Kansai Electric Power Co. has received orders worth at least 3 billion yen directly or indirectly from the Kansai Electric group over four years, it was learned Wednesday.
   In the four years from September 2014, the construction firm, Yoshida Kaihatsu, based in the town of Takahama, Fukui Prefecture, central Japan, won dormitory innovation and other orders from the power company and subsidiaries, according to Yoshida Kaihatsu's engineering work records.
   Working as a subcontractor for major general contractors, Yoshida Kaihatsu landed a number of orders, such as for land preparation and road improvement related to Kansai Electric's Takahama nuclear power station in Takahama and its Oi nuclear plant in Oi, another town in Fukui.
   Kansai Electric, based in the western Japan city of Osaka, announced last week that 20 of its executives, including President Shigeki Iwane and Chairman Makoto Yagi, received a total of 320 million yen's worth of cash and goods between 2011 and 2018 from Eiji Moriyama, former deputy mayor of Takahama, who died in March this year.
   An inspection by the Kanazawa Regional Taxation Bureau in Ishikawa Prefecture, which borders Fukui, has found that Yoshida Kaihatsu had provided Moriyama with about 300 million yen as commissions partly for its winning of a nuclear plant-related engineering work order.
