安倍首相、今夕緊急事態宣言　国会に事前説明―新型コロナ

　安倍晋三首相は７日夕、新型コロナウイルスの感染者急増を受け、東京など７都府県を対象とする緊急事態宣言を発令する。期間は５月６日までの１カ月間。これに先立ち、感染症の専門家らでつくる「基本的対処方針等諮問委員会」が午前中に会合を開き、宣言を出すことを了承。これを受け、首相は衆院議院運営委員会で事前報告した。
　宣言は改正新型インフルエンザ対策特別措置法に基づくもので、発令は２０１２年の同法成立後初めて。７都府県知事の権限が強化され、外出自粛要請などに加え、医療機関開設のための土地の強制使用など一定の私権制限が可能になる。

　宣言は(1)国民の生命と健康に著しく重大な被害を与える恐れ(2)全国的かつ急速なまん延により国民生活・経済に甚大な影響を及ぼす恐れ―の二つが要件。諮問委は現状でこれを満たすと判断した。
　事前報告は衆参両院が改正特措法採決時に付帯決議で求めた。衆院議運委で首相は「国民生活・経済に甚大な影響を及ぼす恐れがある事態が発生したと判断した」と説明。「国民に社会機能維持のための事業継続をお願いしつつ、可能な限りの外出自粛などに全面的に協力いただきたい」と語った。（2020/04/07-12:53）

Japanese Prime Minister Shinzo Abe declared a state of emergency on Tuesday for Tokyo and six other prefectures following a spike in the number of new coronavirus infection cases, paving the way for restrictive measures to contain the epidemic.
   The state of emergency will remain in place until May 6, when the Golden Week holiday period ends.
   Abe made the emergency declaration, the first of its kind issued under a related law, at a meeting of the government's coronavirus response headquarters, after his move was approved at a meeting in the morning by an advisory committee composed of infectious disease experts and lawyers.
   Following the approval, Abe gave prior notice of his emergency declaration to the steering committees of both chambers of parliament.
   It was the first time in about 45 years that a sitting prime minister has taken part in discussions at a steering committee of parliament.
