訪日４０００万人、絶望的に　コロナ拡大で誘客困難

　新型コロナウイルスの感染が世界的に拡大する中、政府が目指してきた２０２０年に訪日外国人数を４０００万人に引き上げる目標の達成は絶望的となった。各国が感染症対策として移動制限などに踏み切り、訪日客が急減。日本を世界にアピールし、訪日客を呼び込む起爆剤となるはずの東京五輪も延期された。事態が収束するまで新たな誘客活動もできず、状況は厳しい。
　１９年の訪日外国人数は３１８８万人だった。２０年に４０００万人にするには２５％以上の上積みが必要で、もともと達成は難しいとみられていた。新型ウイルスの影響で、わずかな可能性も消えた。
　日本政府観光局が公表した訪日外国人数によると、２月は前年同月比５８％減少した。３月は一段と悪化する見通しだ。
　赤羽一嘉国土交通相は「状況が落ち着いたのを見極め、反転攻勢に向け万全を期す」と語る。感染終息後、大規模な需要喚起策を打ち出し、疲弊した観光関連産業のてこ入れを図る考えだ。政府は３０年に６０００万人とする目標も掲げており、訪日客を伸ばす方針は変わっていない。
　観光政策に詳しい東京女子大学の矢ケ崎紀子教授は「これまでに訪日客を大幅に増やせたという点で、４０００万人目標の目的は果たされた。今後は、企業の経営目標のような実態に沿った目標が必要だ」と話している。（2020/04/03-07:06）

The government's target of having 40 million foreign tourists visit Japan this year no longer looks achievable as the coronavirus pandemic shows no sign of abating.
   Many countries have placed restrictions on the movement of people in an effort to prevent the spread of COVID-19, leading to a plunge in the number of inbound tourists.
   On top of that, the Tokyo Olympics and Paralympics have been postponed until 2021, meaning that what would be a golden opportunity to promote the country overseas and welcome a wave of tourists is on hold.
   The 40-million-visitor target was considered difficult to begin with. Last year, 31.88 million foreigners visited Japan, which means that an increse of over 25 pct is necessary to hit the target.
   The pandemic all but wiped away the slim chance of reaching the goal.
