院内感染防止へオンライン診療　電話の初診解禁も―政府検討・新型コロナ

　政府は２日、新型コロナウイルスによる院内感染などを防ぐため、事態の収束までの時限的措置として医療面の規制を緩和し、オンライン診療を大幅に拡充する検討に入った。原則対面としていた初診でもオンライン診療を認め、患者の状況に応じて電話による診療も可能とする方向だ。医療の公定価格である診療報酬上の扱いについては、対面と同じ程度とする案が出ている。
　安倍晋三首相は３月末の経済財政諮問会議で、オンライン診療などに関する規制緩和策の策定を指示。これを受けて２日、政府の規制改革推進会議の下に設置された特命タスクフォース（議長・小林喜光三菱ケミカルホールディングス会長）の会合が開かれ、具体的な検討が始まった。来週中にも緩和策を取りまとめる。
　新型ウイルスの感染者増に伴い、顔を合わせている患者同士や医療従事者への院内感染も深刻化。日本医師会（日医）は防止のため、飛沫（ひまつ）が出る可能性のある検査キットを用いたインフルエンザ検査を見合わせるよう各医師会に要請している。
　オンライン診療の緩和に合わせ、政府ではインフルエンザ検査も医師の指導に基づき、患者が自宅などで行えるようにする案が浮上している。
　ただ、日医は安全性などを考慮し、オンライン診療の緩和に慎重な姿勢。厚生労働省も２日のタスクフォースでオンライン初診に異論を唱えた。感染者の増加で事態が切迫していることから、首相官邸サイドは調整を急ぐ方針だ。
　タスクフォースは教育面の規制緩和も協議。休校中の小中学校や高校では情報通信技術（ＩＣＴ）を活用した遠隔授業を推進する考えで、これに必要となるタブレット端末の家庭への配布などを検討する。（2020/04/02-20:32）

The Japanese government is considering easing regulations on medical practice to drastically expand the use of online diagnosis and treatment for the prevention of coronavirus infections at hospitals, officials said Thursday.
   It is considering allowing the first medical examination, which currently needs to be done in person, online or by telephone, the officials said.
   The deregulation has been proposed as a temporary measure that will be in place until the coronavirus is under control, the officials said.
   A government task force started discussions on the deregulation on Thursday. It is expected to come up with a conclusion as early as next week.
   But the Japan Medical Association is cautious about the possible wider use of online diagnosis due to safety concerns. At Thursday's task force meeting, the health ministry opposed making the first medical examination available online.
