日米貿易協定、最終合意＝首脳会談で表明へ

　【ニューヨーク時事】日米両政府は２３日、貿易協定交渉で最終合意した。安倍晋三首相とトランプ大統領が２５日にニューヨークで開く首脳会談で合意を確認する文書に署名、共同声明を出す。日本は牛肉や豚肉、小麦などの農産物市場について、昨年末に発効した環太平洋連携協定（ＴＰＰ）の水準まで開放。米国も産業機械などの工業品で幅広い品目の関税を撤廃・削減する。日本の対米輸出の主要品目である自動車関税は維持される。
　茂木敏充外相とライトハイザー米通商代表部（ＵＳＴＲ）代表が２３日夜に閣僚会合を開催。茂木外相は終了後、記者団に「すべての交渉が終わった」と述べ、閣僚間で合意したことを明らかにした。
　閣僚会合では、共同声明についても意見交換。大きな異論はなく、約１時間で終了した。日本は、米国が検討する日本車への追加関税を発動しないことを声明に盛り込むよう要請してきた。米側も一定の理解を示したとみられる。
　貿易協定では、米国が重視する牛肉について、日本は現行３８．５％の関税を段階的に９％まで削減。輸入急増時に関税を引き上げる緊急輸入制限（セーフガード）の発動基準も緩和する。小麦は、ＴＰＰ交渉時の合意から１万トン少ない１４万トンの無税枠を設けることで合意した。（2019/09/24-18:03）

Japanese Foreign Minister Toshimitsu Motegi and U.S. Trade Representative Robert Lighthizer on Monday completed talks toward the signing of a new trade treaty between their countries.
   The two met in New York for roughly an hour to discuss the contents of a joint statement to be made when Japanese Prime Minister Shinzo Abe and U.S. President Donald Trump sign the trade agreement, possibly on Wednesday.
   "All negotiations ended today," Motegi told reporters after his meeting with Lighthizer. "We can hold a good ceremony on Wednesday."
   During the discussion, the Japanese side is believed to have requested a confirmation in the joint statement that the United States will not impose additional tariffs on Japanese automobiles.
   Motegi said the statement "would not say something worrying" about the auto tariffs, suggesting that the U.S. side showed some understanding to the Japanese request.
