自民、規正法改正へ検討着手　連座制、透明化策が焦点―裏金事件受け

　自民党は１３日、派閥の政治資金パーティー収入裏金事件を受け、政治資金規正法改正に関する検討チームの初会合を開いた。資金の透明化や政治家本人の責任の明確化などを議論。今国会の法改正を目指しており、大幅な改正を求める公明党や野党と一致点を見いだせるかが焦点だ。
　検討チーム座長の鈴木馨祐衆院議員は席上、具体的な検討課題として(1)政治資金の透明化(2)厳格な責任体制の確立(3)逮捕後の議員報酬の在り方―を挙げた。「どう再発を防ぎ、政治資金をクリーンな資金で賄っていける体制をつくるかが極めて大事だ」と語った。
　自民派閥の裏金事件では、派閥の会計責任者が立件される一方、幹部が刑事責任を問われなかった。他党は政治家本人の責任も問う「連座制」導入を求めており、自民内にも「導入しなければ世論の理解が得られない」との声がある。
　ただ、自民の木原誠二幹事長代理は１３日のＢＳ日テレの番組で「全ての場合に政治家が責任を取らないといけないとなると厳しい」と述べた。連座制を導入する場合も、対象とする政治団体や適用される犯罪を厳格に定めたい考えで、検討チームで詳細を詰める。
　「１回２０万円超」のパーティー券購入者の開示基準も引き下げる方向で検討する。寄付の場合の開示基準「年間５万円超」より緩やかで、不透明な派閥資金の温床になったとの指摘がある。
　一方、野党が求めるパーティー券購入を含む企業・団体献金の全面禁止や、現在は明らかにしなくていい政策活動費の使途の公開には慎重な姿勢。鈴木氏は記者団に「不記載という問題を起こさないことが一番だ。そういう観点から必要なことをしていく」と語った。
　１３日は党則などの見直しに関する検討チームも初会合を開いた。（2024/02/14-07:06）

Japan's ruling Liberal Democratic Party held the first task force meeting on revising the political funds control law on Tuesday in the wake of the revelation of LDP factions' slush funds.
   Keisuke Suzuki, head of the team, said ways to improve transparency in political funds, clarify the responsibility of lawmakers and treat salaries for arrested lawmakers should be discussed.
   "It is extremely important to consider how to prevent any recurrence and cover political expenses with clean money," he noted.
   The focal point is whether the LDP will be able to find common ground with its coalition partner, Komeito, and opposition parties, which are seeking drastic changes to the law, critics said.
   One of key issues is the introduction of a guilt-by-association system to hold lawmakers responsible for irregularities by their accountants through a law revision.
