岸田首相、企業献金廃止に否定的　「トリガー条項」発動に慎重―参院代表質問

　参院は２日午後の本会議で、岸田文雄首相の施政方針演説など政府４演説に対する各党代表質問を続行した。自民党派閥の政治資金パーティーを巡る裏金事件に絡み、首相は共産党などが主張する企業・団体献金の全面禁止に否定的な考えを表明。ガソリン税を一時的に引き下げる「トリガー条項」の凍結解除に慎重な方針を改めて示した。
　共産党の委員長に就任後、初の代表質問に臨んだ田村智子氏は「投票権を持たない企業の献金は国民の参政権を侵害する」と指摘。首相は「論理の飛躍がある」と反論し、「政党が受け取ること自体が不適切とは考えていない」と語った。
　企業・団体献金の全面禁止は立憲民主党や日本維新の会も掲げている。
　首相は「献金の多寡により政策立案の在り方がゆがめられることはこれまでも、これからもない」とも強調。裏金の定義に関しては「一概に答えることは困難」と述べた。立民の田島麻衣子氏への答弁。
　トリガー条項に関し、首相は自民、公明、国民民主３党の実務者協議に触れ「（発動した場合の）実務上の混乱の解決策を見いだすには至っていないと報告を受けている」との認識を強調。国民の榛葉賀津也幹事長が発動へ「トップの政治決断」を求めたのに対し、首相は「引き続き真摯（しんし）に協議が行われることを期待している」と述べるにとどめた。
　能登半島地震対応では「被災自治体がビジョンに沿った復旧・復興に取り組めるよう、復興基金の必要性も含め、適切に判断する」と語った。自民党の岡田直樹氏への答弁。
　１月３１日に始まった代表質問は２日に終了した。週明けから衆院予算委員会に論戦の舞台を移す。（2024/02/02-17:57）

Japanese Prime Minister Fumio Kishida on Friday voiced his reluctance to ban political donations by companies and organizations, as proposed by opposition parties including the Japanese Communist Party.
   At a plenary meeting of the House of Councillors, the upper chamber of the Diet, Japan's parliament, on the day, JCP leader Tomoko Tamura argued, "Donations by companies, which do not have the right to vote, infringe on people's suffrage."
   In response, Kishida said that her argument was "a leap in logic," adding, "I don't think it's inappropriate in itself for political parties to receive (corporate donations)."
   A blanket ban on donations from companies and organizations is also backed by the Constitutional Democratic Party of Japan and Nippon Ishin no Kai (Japan Innovation Party).
   But Kishida stressed that "there has never been and will ever be" any distortion in policymaking as a result of political donations.
