「デジタルノマド」に在留資格　滞在６カ月、来月開始へ―政府

　政府は２日、ＩＴを活用して世界各地を移動しながら働く「デジタルノマド（遊牧民）」を対象に、在留資格「特定活動」を与える新制度を発表した。６カ月の滞在と就労が可能になる。優秀な外国人材を日本に呼び込み、地域の消費拡大などにつなげる狙いがある。３月末までに関係する省令・告示を改正し、運用を始めたい考えだ。
　デジタルノマドはＩＴやマーケティング、コンサルティングなどの仕事に従事し、国境にとらわれずにリモートで働く人々で、高所得者が多いとされる。推計で世界に３５００万人以上存在し、市場規模は７８７０億ドル（約１１０兆円）に上るとする海外の調査がある。
　新制度は海外企業から報酬を受ける活動などを想定。要件として(1)ビザ（査証）免除の対象で、日本と租税条約も締結する国・地域の国籍(2)年収１０００万円以上(3)民間医療保険に加入―などを設ける。出入国在留管理庁によると、米国、英国、オーストラリア、シンガポール、韓国、台湾など４９カ国・地域が該当する。配偶者や子の帯同も認める。
　現在はデジタルノマド向けの在留制度がなく、就労が認められない９０日間の「短期滞在」の資格で滞在する必要がある。経済界などが専用の資格創設を求め、政府は２０２３年６月に決定した「新しい資本主義のグランドデザインおよび実行計画」で同年度中の制度化を打ち出した。
　小泉龍司法相は２日の記者会見で、新制度について「イノベーションを創出する源になる」と期待を示した。（2024/02/02-11:39）

The Japanese government said Friday that it will grant the so-called designated activities resident status to digital nomads so they can stay and work in Japan for up to six months.
   The measure is aimed at attracting excellent human resources from abroad and expanding consumer spending in areas accommodating digital nomads.
   The government hopes to begin the measure after revising related rules and notices within fiscal 2023 ending on March 31.
   Digital nomads refer to professionals who work remotely in the information technology, marketing, consulting and other fields on a global scale. They are often high-income earners.
   An estimated number of such workers across the world is over 35 million. According to a foreign survey, the annual spending by digital nomads is put at 787 billion dollars.
