政倫審出席、岸田首相「国会で判断」　能登地震で補正予算否定―就任祝賀追及に反論・代表質問

　岸田文雄首相の施政方針演説などに対する各党代表質問が３１日、衆院本会議で始まった。自民党派閥の政治資金規正法違反事件を巡り、首相は関係議員の政治倫理審査会出席について「手続きに基づき、国会で判断いただく事柄だ」と指摘。処分に関しては「党として事実関係の把握に努めている。しかるべく手順を踏んだ上で対応を考えていく」と述べるにとどめた。立憲民主党の泉健太代表への答弁。
　能登半島地震を受けた財政面の対応に関しては、首相は「残額が３０００億円を超える今年度の予備費と１兆円に倍増した来年度の予備費を活用し、機動的・弾力的に財政措置を講じていく」と説明。「現時点で補正予算の提出は想定していない」と明らかにした。
　立民の山田勝彦氏は２０２２年６月に地元・広島で開かれた首相就任祝賀会について、政治資金パーティーだったのではないかと指摘し、政治資金収支報告書に記載されていないと追及。首相は「地元政財界が発起人となり、任意団体に開催してもらった純粋な祝賀会だ」と反論した。
　山田氏は自民の二階俊博元幹事長が在任中の約５年間で約５０億円の政策活動費を受け取っていたとして、使途の公開を要求。首相は「各政治団体共通のルールに基づき行うべきものと考えている」と拒んだ。
　政府は「物価高に負けない賃上げ」の実現を掲げている。首相は「今年の夏、可処分所得の伸びが物価上昇を上回る状態を官民で確実につくり上げる」と強調。さらに「人への投資や企業の稼ぐ力の強化を進め、物価上昇を上回る持続的で構造的な賃上げが行われる経済を目指していく」と述べた。泉氏への答弁。
　自民の渡海紀三朗政調会長は、物価高対策としての燃料油などの激変緩和措置について質問。首相は「国際情勢、経済やエネルギーを巡る情勢なども踏まえながら、出口戦略を含め検討していく」と述べた。（2024/01/31-17:50）

Japan's Prime Minister Fumio Kishida said Wednesday that the Diet, the country's parliament, should decide whether to summon to ethics panel meetings lawmakers of the ruling Liberal Democratic Party involved in the party's slush funds incident.
   Kishida made the comment in response to questions by Kenta Izumi, head of the leading opposition Constitutional Democratic Party of Japan, at a plenary session of the House of Representatives, the lower chamber of the Diet.
   Izumi called LDP factions' violations of the political funds control law by concealing income from fundraising parties "unprecedented misconduct." In the incident, many LDP lawmakers, chiefly members of a faction previously led by former Prime Minister Shinzo Abe, did not report kickbacks they received.
   When asked if lawmakers involved will be punished, Kishida only said the LDP "is trying to find out the facts" and that it "will consider how to respond after taking appropriate steps."
   As for the government's fiscal response to the aftermath of the Noto Peninsula earthquake, Kishida ruled out the immediate possibility of compiling an extra budget.
