食料安保強化へ増産指示も　有事に備え、法整備検討―農水省

　農林水産省は、戦争や凶作などで食料供給が途絶える事態に備え、農家や民間企業に対し、増産指示や流通の規制などを発動できる法整備の検討に入った。有事に際して政府が不測の事態を宣言し、省庁横断的に指揮が執れる体制を整える。ロシアによるウクライナ侵攻で揺らぐ食料安全保障を強化する狙いだ。
　「農政の憲法」と呼ばれる食料・農業・農村基本法の見直しを検討する審議会の会合で、農水省が４月末に方向性を示した。６月の中間取りまとめなどを踏まえ、政府は来年の通常国会に同法改正案を提出する見通しだ。
　具体的には、花卉（かき）を栽培する農家に穀物への転作を指示したり、事業者に生産資材の保管を求めたりすることが想定される。これに伴う経済的な負担への財政措置も検討する。
　１９６５年度に７３％だった日本の食料自給率（カロリーベース）は長期低落し、２０２１年度は３８％にとどまった。飼料や肥料も輸入に依存しているが、世界有数の穀物地帯であるウクライナの不安定化を受け、近年は飼料穀物や肥料原料の価格が高騰している。
　審議会の委員を務める全国農業協同組合中央会（ＪＡ全中）の中家徹会長は１１日の記者会見で、有事対応の必要性に理解を示しつつ、「工業製品であれば対応できるが、農業の場合は農地と人という生産基盤があり、非常に難しい」と指摘。平時から国内生産増大に向けた体制整備をすべきだと訴えた。（2023/05/15-13:32）

Japan's Ministry of Agriculture, Forestry and Fisheries has started discussing a possible law revision to strengthen the country's food security, which has been shaken by Russia's invasion of Ukraine.
   The amendment under consideration will likely allow the government to instruct farmers and private firms to increase output or regulate distribution in case of food supply disruptions due to a war or a bad harvest, ministry officials said.
   The possible revision to the law on food, agriculture and farming villages, known as the "constitution for agricultural policies," is also expected to enable the government to declare a state of contingency and take command of ministries and agencies in a cross-sectoral manner in the event of an emergency.
   The ministry disclosed the law revision plan at a council meeting for considering reviewing the law at the end of April.
   The government is expected to submit an amendment bill to an ordinary session of the Diet, the country's parliament, next year, based on an interim report to be compiled next month.
