日航、公的支援と「稲盛流」で復活　救済に批判も―経営破綻から１０年

　日本航空が会社更生法を申請し、経営破綻してから１９日で１０年。負債額２兆３０００億円と、金融事業者を除けば国内最大の破綻だが、公的支援とリストラ、京セラ創業者・稲盛和夫氏を招いての経営改革が奏功し、日航はわずか２年で再生を果たした。一方、公的支援が公平な競争をゆがめたとの批判は消えない。
　燃費の悪い大型機材を使った運航、ＯＢへの高額年金。破綻前の日航は多くの問題を抱え、業績不振が慢性化していた。
　２００９年９月に発足した民主党政権は抜本的な立て直しのため、国の企業再生支援機構の活用を決断。破綻後の運航停止を回避するため利害関係者と事前に調整した上で法的整理に踏み切った。機構を通じて３５００億円の公的資金を投じ、主要金融機関は計５２１５億円もの債権放棄に応じた。上場廃止と１００％減資で個人株主も痛手を被った。

　当時の民主党政権に請われて会長に就いた稲盛氏は、部門別採算の「アメーバ経営」と、社員の意識を変える「フィロソフィ（哲学）」を浸透させた。整理解雇を含む１万６０００人の人員削減などにも取り組み、１２年３月期決算で２０４９億円の連結営業利益を計上。同年９月には東証１部に再上場した。
　日航がＶ字回復を果たす一方、支援が過剰だったとの批判も出た。国土交通省は日航の経営を監視し、新規投資を抑えたり、羽田空港の発着枠の配分でライバルの全日本空輸を優遇したりして、不公平の是正に努めた。
　その経営監視も１７年３月末で終了。日航は格安航空会社（ＬＣＣ）を新設し、今年５月から就航させるなど、新たな成長路線にかじを切っている。３月に羽田の発着枠が増え、夏には東京五輪・パラリンピックの開催も控える。日航の赤坂祐二社長は「国際線を増やしつつ、新しい事業にも挑戦していく」と話す。（2020/01/18-16:05）

After going bankrupt 10 years ago with a debt of 2.3 trillion yen, the largest business failure in Japan excluding financial institutions, Japan Airlines achieved a swift recovery thanks to public assistance, as well as job cuts and management reform under Kazuo Inamori, the founder of Kyocera Corp. .
   But there has been persistent criticism that generous state assistance to the airline distorted fair competition.
   "We caused trouble to many parties concerned, including our shareholders, related government agencies and ministries, as well as partner financial institutions," JAL President Yuji Akasaka said in an interview held ahead of the 10th anniversary Sunday of JAL's bankruptcy.
   "There are many people who are still suffering from the pain they incurred 10 years ago, and we never think that we have restored trust 100 pct," he said. "By contributing to society through our businesses and developing continuously, we hope to recover trust."
   Before the bankruptcy, poor business results were normal at JAL, which had many problems, including operations with large aircraft with poor fuel efficiency and high pension payments to retirees.
