終盤国会、補正で波乱も　会期末へ駆け引き―与野党

　大型連休明けの国会は、想定される夏の参院選日程（６月２２日公示―７月１０日投開票）をにらみ、与野党の攻防が激しくなりそうだ。政府が月内に編成・提出する方針の２０２２年度補正予算案の審議が波乱要因となる可能性もある。野党は内閣不信任決議案の提出も視野に入れる。
　政府・与党が重要法案と位置付ける経済安全保障推進法案は１０日に参院内閣委員会で可決され、来週中にも成立する見通し。衆院内閣委では、こども家庭庁設置法案の審議が続いており、与党は１３日の委員会採決を目指す。
　補正予算案を審議する衆参両院の予算委員会は今月下旬の開催が想定される。野党は２．７兆円の規模が物価高対策として不十分なことや、国会の議決を経ずに使途が決められる予備費が積み増しされる点を問題視。岸田文雄首相を厳しく追及する構えだ。テレビ中継される予算委の攻防次第では、参院選への雰囲気が一変する恐れもある。
　◇選挙前補正で退陣の歴史
　政府・自民党は当初、選挙前の補正編成には慎重だった。大型国政選挙前に補正予算を編成すると、首相退陣や政権交代につながった例があるからだ。宮沢政権は１９９３年の衆院選で過半数割れし、非自民連立政権が発足。橋本政権は９８年の参院選に敗れ退陣した。０９年の麻生政権も衆院選に敗北し政権交代を許した。
　会期末を６月１５日に控え、与党は予算委の開催を衆参で各２日間にとどめたい考えだ。ただ、反転攻勢を期す立憲民主党は各３日間の開催を求め、ウクライナ危機や物価高騰をテーマとした集中審議も要求している。
　２０兆円規模の経済対策を唱える立民は「政府方針は不信任に値する」（幹部）と強調。参院選へ対決姿勢を鮮明にするため、内閣不信任案提出も検討している。与党に接近する国民民主党に「踏み絵を踏ませる」狙いもある。
　一方、自民党の高木毅国対委員長は記者団に「日程が厳しくなるだろうが、（政府提出）法案を全て成立させるべく努力する」と強調。与党国対関係者は「補正で日程がタイトになった」と認めた上で、野党が最終盤に閣僚不信任決議案などを乱発することを想定し、「場合によっては１日、２日の延長もあるかもしれない」と語った。（2022/05/07-07:05）

Deliberations at the Diet, Japan's parliament, are expected to heat up after the Golden Week holiday period ends in early May, ahead of the House of Councillors election this summer.
   With the election for the upper chamber of the Diet, likely to be held July 10, lawmakers are seen engaging in heated exchanges over a fiscal 2022 draft supplementary budget that the government plans to draw up and submit this month.
   Additionally, the opposition bloc may attempt to submit a no-confidence motion against Prime Minister Fumio Kishida's cabinet.
   A bill on promoting economic security, which the government and ruling parties view as important, is expected to pass the Upper House Cabinet Committee on Tuesday and the full chamber as early as next week.
   The Cabinet Committee of the House of Representatives, the lower chamber, is continuing discussions on a bill to establish a government agency for children and families. The Liberal Democratic Party-led ruling bloc aims to hold a vote on the bill May 13.
