５０００円給付、仕切り直し　疑問噴出、増額論が浮上―政府・与党

　自民、公明両党幹部が政府に申し入れた年金生活者への５０００円程度の支給をめぐり、与党内で疑問の声が噴出している。一昨年の１０万円給付に比べて少額なことや、自民党では党内手続きを経なかった点が原因だ。速やかな実施のため２０２１年度予算の予備費を充てる想定だったが、増額論が浮上しているため、与党が策定を求める追加経済対策の中で議論することになった。
　年金は新型コロナウイルス禍で現役世代の賃金が低下したことに伴い、２２年度は年額数千円下がる。４、５月分は６月１５日が支給日で、その１週間後の２２日に参院選の公示が見込まれている。公明党の石井啓一幹事長は１８日の記者会見で、昨年以降の給付金の対象から外れた年金生活者がいると指摘し、「ばらまき」との見方に反論した。
　複数の関係者によると、発案したのは自民党の茂木敏充幹事長だという。石井氏を誘って岸田文雄首相に申し入れた１５日は、自公が参院選の相互推薦で基本合意した４日後。首相が両党間の「隙間」を認める状況だったことを受け、茂木氏には給付政策を好む公明党に配慮を示す思惑があったとみられる。
　だが、与党では不評だ。自民党の閣僚経験者は「低すぎる。１万円は必要だ」と増額を主張。配慮されたはずの公明党関係者は「５０００円だけとは、うちをばかにしているのか」と憤り、同党内からは子育て世帯などに対象を広げるよう求める声が上がる。一方、自民党長老はばらまき批判を念頭に「恥ずかしい政策だ」と嘆いた。
　政策の立案・審査を担う自民党政調会は「首相と茂木氏らだけで決めるやり方は賢くない」（幹部）と強く反発。福田達夫総務会長、森山裕総務会長代行も不満を漏らしているという。
　ただ、野党は正面からの批判に及び腰だ。立憲民主党は１７日に発表した文書で「ばらまきと言わざるを得ない」としつつ、年金の最低保障機能強化へ与野党協議を提案。同党幹部は「５０００円もらったら誰でもうれしい。選挙を考えたら否定するのはかなり難しい」と語った。
　松野博一官房長官は１８日、自民党本部に高市早苗政調会長を訪ね、給付金は追加経済対策と合わせて検討すると伝えた。策定には与党の了承手続きが必要になる方向。参院幹部は「５０００円はいったん引っ込め、再検討される」との見方を示し、財務省幹部は「額や対象を増やすのではないか」と身構えた。（2022/03/19-07:14）

A request made to the government by senior members of the ruling coalition for new benefits of around 5,000 yen for pensioners would be withdrawn due to strong backlash from many other members of the coalition, informed sources said Friday.
   The proposed cash handout was to be funded by the government's discretionary reserves for fiscal 2021 ending this month. But the ruling Liberal Democratic Party and its junior coalition partner, Komeito, now plan to discuss anew the benefits as part of upcoming economic measures.
   According to sources in the ruling bloc, LDP Secretary-General Toshimitsu Motegi came up with the idea of giving pensioners around 5,000 yen per person in cash, knowing that falling wages among working population amid the novel coronavirus pandemic in the country will cut public pension benefits by several thousand yen for fiscal 2022.
   Motegi is believed to have thought that the move would soothe cash handout-loving Komeito, which has been frustrated with a decline in the party's significance to the LDP ahead of the House of Councillors election in summer. Pensioners are scheduled to receive benefits for April and May on June 15, a week before the envisaged kickoff of campaigns in the election for the upper chamber of the Diet, the country's parliament.
   Motegi showed the 5,000-yen handout plan to his Komeito counterpart, Keiichi Ishii, and proposed it to Prime Minister Fumio Kishida together with Ishii on Tuesday, just four days after the two parties reached a basic agreement on supporting each other's candidates in the Upper House race.
