ロシア非難決議否決　日本など８０カ国超賛同も―国連安保理

　【ニューヨーク時事】国連安全保障理事会は２５日午後（日本時間２６日午前）、ロシアによるウクライナ侵攻を非難し、即時撤退を求める米国主導の決議案を採決に付したが、ロシアが拒否権を行使し否決された。理事国１５カ国中、米欧など１１カ国が賛成し、中国、インド、アラブ首長国連邦（ＵＡＥ）は棄権した。
　米国は否決を見据え、決議案への賛同を示す共同提案国を理事国以外にも広く募り、日本を含む８０カ国以上が名を連ねた。ロシアの国際的孤立を強調するのが狙いだ。
　トーマスグリーンフィールド米国連大使は、採決前、「簡単な投票だ。国連憲章を支持するなら『イエス』、ロシアの行動に同調するなら『ノー』か棄権だ」と迫った。
　結果、動向が注目された中国だけでなく、日米オーストラリアとの連携枠組み「クアッド」の一角であるインドも棄権に回った。インドのティルムルティ国連大使は「外交の道が断念されたのは遺憾だ」と理由を説明した。
　ウクライナのキスリツァ国連大使は会合での演説中、出席者に犠牲者への黙とうを要請。約１０秒間祈りをささげた後、議場からは自然と連帯を示す拍手がわき上がった。ロシアのネベンジャ国連大使は鼻で笑ったが、ロシアの孤立を印象付けた。
　安保理決議案は否決されたが、米欧などは意思表示のため、国連総会で同内容の決議採択を目指している。ただ、総会決議に法的拘束力は無い。
　安保理は２０１４年にも、ウクライナ南部クリミア半島のロシア併合をめぐる住民投票を無効とする決議案採択を目指したが、ロシアが拒否権を発動して否決された。その際も中国は棄権している。（2022/02/26-11:16）

A U.N. Security Council resolution condemning Russia's invasion of Ukraine and urging its immediate withdrawal from the former Soviet state was vetoed by Russia on Friday.
   Japan was among more than 80 countries listed as cosponsors of the U.S.-led motion.
   Of the current 15 members of the Security Council, 11 countries including the United States and European nations voted for the resolution, while China, India and the United Arab Emirates abstained. India is a partner of Japan, the United States and Australia under the so-called Quad framework.
   The United States and others are now aiming for a similar resolution to be adopted by the U.N. General Assembly. The resolution, however, would have no binding power.
   In 2014, the Security Council also failed to adopt a resolution, over Russia's annexation of Crimea in southern Ukraine. China abstained at the time, too.
