強力な制裁がウクライナ侵略抑止　弱腰なら台湾問題へ波及―元米補佐官

　【ワシントン時事】ボルトン元米大統領補佐官（国家安全保障担当）は２４日、時事通信とのインタビューに応じ、ウクライナ侵攻を受けて国際社会がロシアに強力な制裁を科すことで、将来の「理不尽な侵略行為」の抑止につながると強調した。一方、米欧の足並みが乱れれば「中国などに誤ったメッセージを送ることになる」と警告した。
　ボルトン氏は、ロシアが２００８年にジョージア（グルジア）に侵攻し、１４年にウクライナのクリミア半島を併合したにもかかわらず、その後の米欧などの制裁で深刻な打撃を受けなかったと分析。「プーチン氏に正しい教訓を与え、不当な侵略が繰り返されないために厳しい制裁を科す必要がある」と述べた。
　一方で、国際社会が弱腰の対抗策しか取れなければ「中国の習近平国家主席の思考にも影響を与える」と指摘した。ウクライナ侵攻でロシアがいかに高い代償を払うか明白になれば、中国も一方的な侵略に慎重になると予想。台湾への武力行使を抑止する上でも「国際的に非常に重要な時だ」と訴えた。
　ウクライナ侵攻の目的に関しては、プーチン氏は旧ソ連圏におけるロシアの支配的立場の再建と、北大西洋条約機構（ＮＡＴＯ）の弱体化を狙っているとの見方を示した。その上で、プーチン氏は冷徹かつ合理的にウクライナ侵攻の費用対効果を分析し、それほど深刻な制裁を受けることはないと見越して「賭けに出るつもりになったのだろう」と語った。（2022/02/25-21:33）

The international community should impose harsh sanctions on Russia over its invasion of Ukraine to deter future aggression, former U.S. national security adviser John Bolton said in an interview Thursday.
   Bolton, who served in the post under former U.S. President Donald Trump, also argued that failure by the West to unite behind strong sanctions may send the wrong signal to China.
   Bolton expressed the view that Russia did not receive serious damage from U.S. and other sanctions launched following its invasion of Georgia in 2008 and Crimea in southern Ukraine in 2014.
   "It's very important for the West...to make sure that the sanctions are severe enough that (Russian President Vladimir) Putin really does get the correct lesson and that we don't face this again," Bolton said.
   If the international community takes weak measures against Russia, that would "have an impact in the thinking not only in Moscow and Vladimir Putin but in places like Beijing with (Chinese President) Xi Jinping and the Chinese leadership as well," he added.
