小泉環境相、石炭政策「新たな展開なし」　今以上の行動必要とも

　【マドリード時事】小泉進次郎環境相は１１日、スペインの首都マドリードで開会中の国連気候変動枠組み条約第２５回締約国会議（ＣＯＰ２５）で演説した。日本が国際的に批判を浴びている石炭火力発電に関しては「ＣＯＰ２５までに石炭政策については新たな展開を生むには至らなかった」と述べ、当面維持する考えを示した。その一方、「私自身を含め、今以上の行動が必要と考える者が日本で増え続けている」とも強調した。
　小泉環境相は、国連のグテレス事務総長が２日のＣＯＰ開幕時に、石炭火力発電への依存をやめるよう各国に呼び掛けたことに関し、「日本に向けたメッセージと受け止めている」との認識を示した。ただ、具体的な取り組みには全く触れず、石炭火力発電所の建設計画に関する環境影響評価（アセスメント）の厳格化にも言及しなかった。（2019/12/11-21:05）

Japanese Environment Minister Shinjiro Koizumi indicated Wednesday that the country will maintain for the time being its current policy on coal-fired thermal power generation despite criticism from international society.
   "I am afraid I cannot share new development on our coal policy today," Koizumi said in a speech at the ongoing 25th Conference of the Parties to the U.N. Framework Convention on Climate Change, or COP25, in Madrid.
   At the same time, he said, "A growing number of people in Japan, including myself, believe further climate actions must be taken."
   On U.N. Secretary-General Antonio Guterres' call for international society to end dependence on coal-fired power generation, made at the COP25 start on Dec. 2, Koizumi said, "I took this as a message to Japan."
   But Koizumi did not mention steps Japan would take in the future or the possible strengthening of environmental assessments related to coal-fired thermal power plant construction in the nation.
