緊急時、外国人だけの輸送可能に　自衛隊法改正案を閣議決定

　政府は８日、外国で災害や騒乱などの緊急事態が起きた場合、自衛隊機による外国人だけの輸送を可能にする自衛隊法改正案を閣議決定した。輸送の「安全」確保を求める実施要件も併せて見直す。
　岸信夫防衛相は記者会見で、改正案について「海外における将来のさまざまな緊急事態に際し、輸送がより迅速かつ柔軟に実施できるようになる」と強調した。
　昨年８月にアフガニスタンでイスラム主義組織タリバンが政権を掌握した際、政府は自衛隊機を現地に派遣したが、退避した日本人は１人にとどまり、希望者の多くは日本大使館などで働くアフガン人らだった。（2022/02/08-10:43）

The Japanese government Tuesday adopted a bill to allow the Self-Defense Forces to conduct evacuee transportation not including Japanese nationals in the event of natural disasters and other emergencies abroad.
   The government adopted the bill to revise the SDF law at a cabinet meeting.
   When the Taliban took power in Afghanistan in August last year, Japan sent SDF aircraft to evacuate Japanese nationals. In the operations, only one Japanese national was evacuated.
   Those who wished to evacuate aboard Japanese aircraft were mostly foreigners, including Afghan workers at the Japanese Embassy in Kabul.
   A provision in Article 84 of the SDF law allows foreign nationals to ride on such SDF aircraft when there are Japanese evacuees aboard. But the law does not presuppose a situation in which only foreign evacuees are transported.
