一般会計、過去最大　２年連続の１００兆円超―２０年度予算案

　国の２０２０年度予算案で、一般会計総額が１９年度の１０１兆４５７１億円を上回り、過去最大となることが９日、分かった。１００兆円を超えるのは２年連続で、社会保障費や防衛費の増加が予算膨張の主な要因となる。
　防衛費は宇宙など新分野の開発強化などから、過去最高だった１９年度の５兆２５７４億円を上回ることが濃厚だ。社会保障費は、高齢化に伴う自然増が約５３００億円。財務・厚生労働両省は制度改正などで社会保障費を圧縮する方向で調整しているが、それでも高齢化による増加分は４０００億円を超えることが確実視される。
　１０月の消費税増税に伴い導入された幼児教育・保育の無償化に関しては、２０年度から通年分の費用が計上されるため、増加要因となる。また、キャッシュレス決済で買い物した際のポイント還元制度のための費用も盛り込まれる。
　歳出膨張が進む一方、２０年度の税収は伸び悩みが見込まれ、財源は国債発行に頼らざるを得ない。当初予算ベースで１１年度予算から減少させてきた新規国債発行額が、増加に転じる可能性も出てきている。（2019/12/09-23:30）

The Japanese government's general-account budget for fiscal 2020 is expected to hit a record high, topping the 101,457.1 billion yen for fiscal 2019, due to increases in social security expenses and defense costs, it was learned Monday.
   The state budget is on course to exceed 100 trillion yen for the second straight year.
   Defense costs are highly likely to surpass the record 5,257.4 billion yen earmarked under the 2019 budget, because outlays for projects related to the development of new areas, such as space, are seen ballooning, informed sources said.
   A natural increase in social security costs reflecting the aging of population is now projected to reach 530 billion yen. The Health, Labor and Welfare Ministry and the Finance Ministry are considering reform measures to curb such costs. Still, population aging-related growth in social security costs is seen topping 400 billion yen, the sources said.
   In addition, a program to make nursery and kindergarten services free of charge, which started in line with the consumption tax hike from 8 pct to 10 pct in October, is set to fully weigh on the state finances in fiscal 2020.
