後絶たぬＤＶ、「加害者対策急務」　宮崎３人死亡事件で専門家

　宮崎県高千穂町の民家で１０月、男性３人が死亡した事件は、夫から妻へのドメスティックバイオレンス（ＤＶ）が背景にあった。ＤＶが事件に発展するケースが後を絶たない中、長年被害者を支援してきた専門家は「全国で統一した支援態勢と、加害者対策の確立が急務」と指摘する。
　事件は１０月２６日に発生。民家に住む男性（６７）と父親（９１）、男性の長女の夫（４５）＝鹿児島県志布志市＝が血まみれで倒れており、３人とも搬送先の病院で死亡が確認された。宮崎県警は、長女の夫が２人を殺害後に自殺したとみて詳しく捜査している。
　宮崎、鹿児島両県警によると、長女は昨年２月以降、夫からのＤＶについて警察に複数回相談していたが、被害届は長女の意向で出されていなかった。長女は志布志市の自宅から宮崎県内へ避難を繰り返し、今年８月から子どもと一緒に同県内で生活。１０月にはＤＶ防止法に基づく保護命令を裁判所に申し立てていたが、事件当日まで命令は出ていなかった。
　宮崎県を中心にＤＶに悩む女性を支援するＮＰＯ法人「ハートスペースＭ」（宮崎市）の財津三千代共同代表は「今回の事件のように緊急性があるケースや、被害者が被害届を出さないなど複雑な心理状態にある場合、相談を受けた一つの機関が的確な判断をするのは難しい」と指摘する。
　また、ＤＶから被害者が一時的に施設などに避難する「一時保護」について、「決定基準が都道府県によって差があり、保護に至らないケースもある。どこでも同じ支援を受けられるよう、全国で統一した支援態勢を早急に確立する必要がある」と述べる。
　その上で、被害者支援だけではなく加害者対策の必要性を訴える。「被害者が逃げるのではなく、加害者の責任を問う体制づくりが重要」と強調する。
　内閣府の調査によると、２０２０年度の全国のＤＶ相談件数はコロナ禍を背景に、約１９万件と過去最多になった。（2021/11/22-15:11）

Experts are calling for the urgent implementation of measures against perpetrators of domestic violence and other steps after a suspected domestic abuse-related murder incident last month.
   A 67-year-old man, his 91-year-old father and the 45-year-old husband of the 67-year-old man's eldest daughter were confirmed dead after being found bloody at a house in the town of Takachiho in Miyazaki Prefecture, southwestern Japan, on Oct. 26.
   The Miyazaki prefectural police are investigating the incident on suspicion that the 45-year-old man committed suicide after killing his father-in-law and his grandfather-in-law.
   According to the police in Miyazaki and neighboring Kagoshima Prefecture, the eldest daughter had consulted them about domestic violence from her husband multiple times since February last year but had not filed a report of damage.
   After repeatedly escaping from her home in Shibushi, Kagoshima, to Miyazaki, the daughter moved to a place in Miyazaki with her child in August this year and had lived there since then.
