免税手続き、自販機でも　訪日客の消費拡大狙う―政府・与党

　政府・与党は２０日、消費税の免税販売ができる対象を拡大し、顔認証など免税手続き機能を備えた自動販売機も免税店として認める方向で調整に入った。現行制度は、手続きを対面で行う従業員の配置を求めているが、この条件を緩和する。訪日外国人旅行者への免税販売の機会を増やし、消費拡大につなげるのが狙い。与党内で調整を進め、２０２０年度税制改正大綱に盛り込む。
　税務署から免税店の許可を受けるには、旅券で本人確認を行うための人員を配置する必要がある。近年、訪日客向けに土産を販売する自販機が人気を集めていることから、従業員を介さずに自販機で買った商品も免税の対象にするよう、事業者が要望していた。（2019/11/20-16:34）

Japan to Allow Tax-Free Shopping on Vending Machines

The Japanese government and ruling parties are planning to allow tax-free shopping on specific vending machines in a bid to spur spending by foreign tourists, informed sources said Wednesday.
   Currently, Japanese authorities give tax-free status to shops selling over the counter because of the need for identification checks with passports.
   Government and ruling coalition officials are considering making vending machines with facial and text recognition functions eligible for tax-free sales, the sources said.
   The change will be included in a tax system reform package for fiscal 2020, which starts next April.
   The move comes at a time when a growing number of foreign tourists are buying from vending machines selling Japanese souvenirs.
