池袋暴走、元院長を書類送検　母子死亡、操作ミスと判断―警視庁

　東京・池袋で乗用車が暴走し、松永真菜さん（３１）と娘の莉子ちゃん（３）が死亡、９人が重軽傷を負った事故で、警視庁交通捜査課は１２日、自動車運転処罰法違反（過失運転致死傷）容疑で、車を運転していた旧通産省工業技術院の飯塚幸三元院長（８８）＝板橋区弥生町＝を書類送検した。同課は認否を明らかにしていないが、起訴を求める「厳重処分」の意見を付けた。
　送検容疑は、４月１９日午後０時２５分ごろ、豊島区東池袋の都道で乗用車を運転中、ブレーキと間違えてアクセルを踏み続け、時速９０キロ台後半まで加速し暴走。赤信号を無視して横断歩道に突っ込むなどして、自転車に乗っていた松永さん親子を死亡させ、歩行者ら９人にけがをさせた疑い。

　元院長自身も胸骨や肋骨（ろっこつ）を折るなど重傷を負い、約１カ月間入院したため、警視庁は任意で捜査を続けていた。元院長は事故直後、「アクセルが戻らなくなった」と説明。事情聴取でも「ブレーキを踏んだが利かなかった」などと車の不具合を主張したが、車に異常は見つからなかった。元院長はその後の聴取で、アクセルとブレーキの踏み間違いの可能性にも言及していた。
　同課によると、現場手前で車線変更を繰り返していた車は加速しながら縁石に接触し、その後約１５０メートルにわたり暴走した。二つの横断歩道で自転車の男性と松永さん親子をはねた後、左から曲がってきたごみ収集車に衝突し、弾みで三つ目の横断歩道に突っ込み、歩行者らをはねるなどした。同課は、元院長が縁石への接触などでパニックになり、誤ってアクセルを踏み続けたとみている。（2019/11/12-11:39）

Tokyo police on Tuesday sent to public prosecutors papers on a former senior bureaucrat, 88, who caused a high-profile fatal runaway car crash in the Japanese capital in April.
   Kozo Iizuka, who was head of the former Agency of Industrial Science and Technology under the Ministry of International Trade and Industry, now the Ministry of Economy, Trade and Industry, is suspected of negligent driving that resulted in deaths and injuries.
   The Metropolitan Police Department did not disclose whether Iizuka had admitted the charges. The MPD called on the prosecutors to indict Iizuka, saying that he deserved a severe punishment.
   According to the Tokyo police, Iizuka is suspected of continuing to press the gas pedal mistakenly instead of the brake pedal when he was driving a car in the busy Ikebukuro district in Tokyo around 12:25 p.m. on April 19 (3:25 a.m. GMT).
   Out of control, the car reached a speed of nearly 100 kilometers per hour. After passing a red traffic light, it plowed through a crossing to fatally hit Mana Matsunaga, 31, and her three-year-old daughter, Riko, who were on a bicycle, according to the police. The recklessly driven car injured nine other people.
