台湾、軍事的関与前提とせず　訪米報告で菅首相「従来の立場踏襲」

　菅義偉首相は２０日の衆院本会議で、先の米国初訪問に関して国会報告を行った。バイデン大統領との首脳共同声明で台湾問題に言及したことについて「軍事的関与などを予断するものでは全くない」と説明した。共産党の赤嶺政賢氏が「日本が米国の対中軍事戦略に沿い、台湾海峡をめぐる問題に軍事的に関与していくということか」とただしたのに対して答えた。
　日米首脳の文書で台湾に言及したのは１９７２年の日中国交正常化後初めてで、「台湾海峡の平和と安定」などを求める内容となっている。これについて首相は「当事者間の直接対話による平和的解決を期待するわが国の従来の立場を、日米共通の立場としてより明確にするものだ」と指摘した。立憲民主党の緑川貴士氏への答弁。
　台湾を「核心的利益」と位置付ける中国は共同声明に「内政干渉」と猛反発している。軍事的な関与を否定し、平和的解決を促す姿勢を強調することで中国側にも理解を求めた形だ。
　台湾問題に言及した背景について、首相は「（中台の）軍事バランスの変化などを踏まえて明記するに至った」と説明。台湾有事の対応に関しては「いかなる事態が（米軍を後方支援できる）重要影響事態などに該当するか一概に述べることは困難」と語った。公明党の佐藤茂樹氏らへの答弁。
　首相は日米首脳会談自体について「バイデン氏との個人的な信頼関係を構築するとともに、日米同盟の結束を国際社会に力強く示すことができた」と自己評価した。自民党の鬼木誠氏への答弁。（2021/04/20-18:17）

Prime Minister Yoshihide Suga on Tuesday denied that the reference to Taiwan in a recent joint statement with U.S. President Joe Biden takes into account the possibility of Japanese military involvement.
   The reference to Taiwan in the statement, issued after Suga's meeting with Biden on Friday, "does not presuppose military involvement at all," Suga told a plenary meeting of the House of Representatives, the lower chamber of the Diet, the country's parliament.
   He was responding to a question from an opposition lawmaker over whether Japan would be militarily involved in issues related to the Taiwan Strait in line with the U.S. military strategy to deal with China.
   The statement is the first document between Japanese and U.S. top leaders to refer to Taiwan since the 1972 normalization of Japan-China diplomatic relations.
   It mentions "the importance of peace and stability across the Taiwan Strait."
