政府、経済対策策定へ　安倍首相指示、災害復旧・景気で補正予算

安倍晋三首相は８日の閣議で、台風災害を受けた復旧・復興や景気の下支えなどを図るため、新たな経済対策を取りまとめるよう指示した。２０１９年度補正予算案の編成も命じた。新たな経済対策は１９年度予算の予備費などを活用して直ちに実行に移すとともに、補正予算案と２０年度当初予算案に反映させる。
　政府による経済対策の策定は１６年８月以来約３年ぶり。首相は閣議で「（災害からの）復旧・復興の取り組みの加速、海外発のリスクへの対応、生産性の向上などのため、１５カ月予算の考え方で新たに経済対策を策定する」と表明。「補正予算を新たに編成し、予備費を含めた今年度予算と来年度（予算）の臨時、特別の措置を組み合わせることにより、機動的かつ万全の対策とする」と語った。
　首相は新たな対策の柱の一つとして、堤防決壊などを検証し、水害対策を中心に防災・減災・国土強靱（きょうじん）化を進めると説明。また、景気の下振れに備えて中小・小規模企業や農林水産業を重点的に支援するとともに、外国人観光客６０００万人時代などに向けた基盤整備を進める考えを示した。（2019/11/08-12:10）

Japanese Prime Minister Shinzo Abe on Friday instructed his cabinet to draw up a package of measures to boost recovery and revitalization efforts in typhoon-struck areas and to prop up the economy.
   It is the first time for the government to compile a stimulus package since August 2016.
   "We will draft new economic measures on a 15-month budget basis, in order to speed up post-disaster reconstruction efforts, deal with foreign risks and boost productivity," Abe told a cabinet meeting the same day.
   During the meeting, the prime minister also ordered the compilation of a supplementary budget for fiscal 2019, which started in April. The upcoming economic package will be funded by budget reserves from the fiscal 2019 initial budget, as well as by the fiscal 2019 supplementary budget and the fiscal 2020 initial budget.
   "By compiling a supplementary budget and combining reserves from this fiscal year's budget with temporary and special measures under next fiscal year's budget, we will take flexible and comprehensive approaches," he said.
