中小企業、農家を重点支援 予備費1300億円超活用―政府、台風被害で

 政府は7日、台風15号や19号などによる被災地の住民生活と地域産業の再建に向けた「対策パッケージ」を公表した。被災した中小企業が連携して行う施設復旧費用などを手厚く支援する「グループ補助金」制度の適用など、被害を受けた中小企業や農家に対する支援に重点を置いた。2019年度予算の予備費から1300億円超を支出して財源に充てる。
 8日の閣議で予備費支出を正式決定する。政府は補正予算による上乗せも検討する方針で、7日に首相官邸で開かれた政府の非常災害対策本部で、首相は「切れ目なく財政措置などを講じ、被災自治体と一体となって復旧・復興に全力を尽くす」と述べた。(2019/11/07-21:23)

Japan Govt to Use 130 B. Yen in Reserves for Recovery in Typhoon-Hit Areas


The Japanese government will disburse more than 130 billion yen from its budget reserves to help reconstruct areas affected by recent powerful typhoons, Prime Minister Shinzo Abe said Thursday.
   Abe made the comments as the government announced a package of measures to support recovery in the daily lives of people and industries affected by Typhoon Faxai, Typhoon Hagibis and other recent disasters. The measures focus on aid to small and midsize companies as well as farmers.
   The cabinet is set to approve on Friday the use of the fiscal 2019 budget reserves to finance the package. The government is also considering increasing the amount of spending for disaster reconstruction under a supplementary budget, sources familiar with the matter said.
   "We will make the utmost efforts for recovery and reconstruction in collaboration with afflicted local governments by providing seamless financial assistance," Abe told officials at a meeting on disaster responses.
   The package includes subsidies to efforts by affected small and midsize companies to jointly restore damaged facilities. Separate subsidies will be provided to finance support given to such firms by prefectural governments in affected areas.
