復興庁、１０年延長　出先機関は沿岸部に移転―政府、基本方針骨子案を提示

　政府は７日、２０２０年度末で設置期限が切れる復興庁について、現在の体制を維持した上で２１年度から３０年度までの１０年間延長することや沿岸部への出先機関移転などを盛り込んだ復興基本方針の骨子案を、有識者らで構成する復興推進委員会（委員長・伊藤元重学習院大教授）に提示した。委員の意見を踏まえ、政府は年内に基本方針を策定、来年の次期通常国会に関連法案を提出する。
　田中和徳復興相は会議で「年内に政府として基本方針が決定できるよう引き続きしっかりと取り組んでいく」と述べ、次回１２月の同委員会で基本方針案を示す考えを明らかにした。
　骨子案では、(1)２１年度以降も現在の復興庁と同様に首相直轄の組織として専任の大臣を置く(2)復興施策の企画・立案や地域の要望・課題にワンストップで対応する総合調整機能を維持する―ことを明記した。
　復興庁の出先機関で岩手、宮城、福島３県の県庁所在地にある各復興局のうち、岩手、宮城両復興局については沿岸部に移転し、盛岡、仙台両市には支所を置く。（2019/11/07-12:33）

The Japanese government on Thursday proposed extending the term of service for the Reconstruction Agency, currently due to run out at the March 2021 end of fiscal 2020, by 10 years through fiscal 2030.
   The agency was launched in February 2012 to lead efforts for the reconstruction of areas affected by the March 2011 earthquake and tsunami, which mainly hit the Tohoku northeastern region, and the subsequent triple meltdown at Tokyo Electric Power Company Holdings Inc.'s Fukushima No. 1 nuclear power station in Fukushima Prefecture.
   The government submitted a draft outline of its basic policy for the postdisaster reconstruction, including the extension of the agency, to a meeting on the day of a relevant expert committee, headed by Gakushuin University Prof. Motoshige Ito.
   The government hopes to finalize the basic policy within this year, after hearing opinions from committee members, and submit related legislation to next year's ordinary session of the Diet, the country's parliament.
   "We'll continue working strenuously to adopt the basic policy by the end of the year," postdisaster reconstruction minister Kazunori Tanaka told the meeting, indicating that the government will submit the basic policy draft at the postdisaster reconstruction promotion committee's next meeting, slated for December.
