「台湾有事」対処に現実味　安保法「重要影響事態」想定か―米軍支援検討・防衛省

　米政府が中国による台湾侵攻の可能性に危機感を強め、先の日米安全保障協議委員会（２プラス２）でも、日米両政府が「台湾海峡の平和と安定の重要性」について認識を共有した。朝鮮半島だけでなく、台湾情勢が緊迫した場合でも在日米軍が介入すれば、日本も安全保障関連法に基づき、米軍の後方支援を行うシナリオが現実味を帯びる。
　防衛省は支援する上で、自衛隊がどのような活動が可能か検討を進める。
　台湾有事の可能性をめぐり最近、米インド太平洋軍の高官が「中国は６年以内に台湾に対して武力行使する危険性がある」「大方の予想より迫っている」と相次いで発言。日本を含む同盟国と連携して抑止する重要性を強調した。
　米軍が中国をけん制する最前線の海域を担当するのが、横須賀基地（神奈川県）に拠点を置く米海軍第７艦隊だ。同艦隊によると、昨年、西太平洋に派遣された米艦が台湾海峡を通過した回数は１３回で、２０１６年以来、最多を記録。今年も既に３回通過した。
　台湾有事に米が介入すれば、約５万人が駐留する在日米軍基地は出撃拠点となる。安保法適用の可能性があるのが、米軍に補給できる「重要影響事態」。日本の平和と安全に重要な影響を与える状況が要件で、日本のシーレーン（海上交通路）での軍事的緊張などが想定される。
　日本西端の沖縄県・与那国島から台湾までは、わずか１１０キロ余り。台湾とフィリピンとの間にあるバシー海峡は、資源の大半を輸入に頼る日本にとって死活的に重要なシーレーンに当たる。
　政府筋は「台湾海峡の緊迫の度合いにより、どのような米軍の行動が想定され、支援が可能か米側と詰める必要がある」と話す。
　防衛省関係者によると、シーレーン防衛で警戒中の米艦船が攻撃されれば、日本の存立が脅かされる安保法の「存立危機事態」に認定される可能性も排除されない。同事態は集団的自衛権により、自衛隊が武力行使できる３要件の一つだ。安全保障面で米中の対立が深まれば、自衛隊が戦火に巻き込まれるリスクも高まる。（2021/03/29-07:04）

Japan is preparing for the increasingly likely possibility of its becoming involved in regional security activities around Taiwan, as the U.S. government shows growing concerns over a potential Chinese invasion of the island.
   The Japanese and U.S. governments stressed "the importance of peace and stability in the Taiwan Strait" in the "two-plus-two" meeting of their foreign and defense ministers earlier this month.
   In the event that U.S. forces stationed in Japan intervene in incidents in Taiwan, Japan may provide logistic support under the national security laws, which marked the fifth anniversary of enforcement on Monday.
   The Defense Ministry is considering what kinds of activities can be conducted by the Self-Defense Forces for such support.
   Top military officials of the U.S. Indo-Pacific Command, including the incoming commander, recently warned of a contingency surrounding Taiwan, saying that China could use force against it within the next six years and that the possibility is more imminent than expected.
