次官ら３人を減給　農水省、６人処分発表―接待不祥事で行政信頼低下も

　農林水産省は２５日、吉川貴盛元農水相への贈賄罪で在宅起訴された鶏卵生産会社「アキタフーズ」（広島県福山市）前代表の接待を受けたとして、枝元真徹事務次官ら６人の幹部職員を処分した。枝元氏ら３人を減給１０分の１（１カ月）とし、２人を戒告、残る１人を訓告とした。総務省に続く接待不祥事による処分となり、行政への信頼低下は避けられない。
　国家公務員倫理審査会の承認を得て処分を発表した。野上浩太郎農水相は閣僚給与１カ月分を自主返納する。
　処分後に記者会見した野上氏は「今回の事態は農林水産行政に対する国民の信頼を大きく損なうものであることを職員全員が真摯（しんし）に受け止めないといけない。改めて国民の皆さまに深くおわび申し上げる」と陳謝した。また「本事案を受けて人事異動を行うことは考えていない」として、更迭などは行わない方針を示した。
　接待には元農水相も同席していた。農水省によると、鶏卵行政を担当する生産局の職員を招いた会食は、２０１８年１０月と１９年９月の計２回。１８年には当時生産局長の枝元氏と当時の部長、課長ら計４人が、１９年には現在の水田正和局長、渡辺毅畜産部長と当時の課長ら計５人が参加した。２人の課長が両方の会合に出席した。
　飲食代は１人当たり１回約２万２０００～２万３０００円で、最大２回計４万５０００円超の飲食費を、アキタ側が全て負担していた。枝元氏は元農水相に誘われたとした上で、「吉川大臣（当時）が支払ったと思っていた」と釈明したが、同省は「その場で確認しなかった過失がある」と結論付けた。（2021/02/25-21:18）

The Japanese farm ministry plans to punish three senior ministry officials with salary cuts and give three others a warning or other penalties over dinners linked to a bribery scandal involving a former farm minister, informed sources said Thursday.
   The six, together with an official who has left the ministry, were treated to one or two dinners costing up to 45,000 yen per person in 2018 and 2019 by an egg production company at the center of the scandal, according to an investigation report released by the ministry on the same day.
   The three who will have their pay reduced by 10 pct include Masaaki Edamoto, vice minister of agriculture, forestry and fisheries, the sources said. Edamoto was director-general of the ministry's Agricultural Production Bureau at the time of the 2018 dinner he attended.
   The ministry was to announce the punishments later on Thursday, having decided that the officials in question violated the ethics code for national civil servants. The code bans central government officials from being wined and dined by interested parties.
   The dinner sessions were joined by Yoshiki Akita, former head of the Fukuyama, Hiroshima Prefecture-based egg production firm, Akita Foods, and former farm minister Takamori Yoshikawa.
