与野党、国会正常化で合意＝衆参予算委を来週開催

　自民、立憲民主、国民民主の与野党３党国対委員長が１日午前、国会内で会談し、自民党の河井克行氏の法相辞任を受けて空転した国会審議の正常化で合意した。野党が求めていた予算委員会の集中審議を衆院で６日、参院で８日にそれぞれ開く。
　日米貿易協定承認案の質疑が予定されていた１日の衆院外務委員会は取りやめとなった。自民党は、これまで目指していた承認案の来週中の採決を見送る方針だ。関連する委員会との連合審査は、当初予定していた５日から７日にずれ込む方向。自民党は１３日の委員会採決、１４日の衆院通過を目指し、仕切り直す。（2019/11/01-11:55）

Japan's ruling and opposition parties agreed Friday to normalize parliamentary operations, which have remained stalled since Thursday's resignation of Katsuyuki Kawai as justice minister over an alleged election law violation.
   The agreement was reached at a meeting of parliamentary affairs chiefs of the ruling Liberal Democratic Party and two opposition parties--the Constitutional Democratic Party of Japan and the Democratic Party for the People.
   As requested by the opposition camp, intensive Budget Committee deliberations will be held in the House of Representatives, the lower chamber of the Diet, Japan's parliament, on Wednesday and in the House of Councillors, the upper chamber, on Nov. 8.
   Friday's meeting of the Lower House Foreign Affairs Committee, where a question-and-answer session on a bill to ratify a recently signed Japan-U.S. trade deal was planned to be held, has been canceled. The LDP plans to give up on its goal to put the bill to a vote by the end of next week.
   Tuesday's joint committee review of the bill is expected to be put off to Thursday. Thus, the LDP now aims to have the bill obtain an approval at the committee level on Nov. 13 and pass the Lower House on the following day.
