海自潜水艦と民間船衝突　自衛官３人軽傷―高知沖

　８日午前１０時５８分ごろ、高知県足摺岬沖で海上自衛隊の潜水艦「そうりゅう」と外国船籍の民間商船が衝突し、そうりゅうの乗員３人が打撲などの軽傷を負った。商船側は海上保安庁に「（衝突の）振動はなく、船体ダメージはないと思われる」と説明したという。運輸安全委員会は同日、事故原因を調査するため担当調査官３人を指名した。
　岸信夫防衛相は防衛省で「安全確認に最大限努めた上での作業だったが、衝突してしまったことは誠に残念」と述べた。防衛省海上幕僚監部は同日、事故調査委員会を設置した。
　衝突したのは足摺岬の南東約５０キロの海上。岸氏によると、そうりゅうは定期検査後の訓練中で、浮上している最中に潜望鏡で商船を確認したが、回避できずにぶつかったという。
　艦橋部分がゆがみ、アンテナが損傷するなどして一時通信手段がない状態になったが、自力で高知港に入港した。
　そうりゅうは第１潜水隊群（呉基地）所属。２００９年３月に就役した。全長８４メートル、全幅９．１メートルで、基準排水量は２９５０トン。（2021/02/09-01:01）

A Japanese Maritime Self-Defense Force submarine collided with a commercial ship off the western Japan prefecture of Kochi on Monday, causing slight injuries, such as a bruise, to three MSDF troops aboard the submarine.
   Crew members of the commercial ship told the Japan Coast Guard that the vessel is believed to have suffered no damage from the incident, which occurred about 50 kilometers southeast of Cape Ashizuri in Kochi around 10:58 a.m. (1:58 a.m. GMT), according to sources familiar with the situation.
   The transport ministry's Japan Transport Safety Board named three of its staff members to investigate the cause of the accident.
   In the incident, the Soryu submarine hit the commercial ship when it was surfacing while checking the situation around it using a periscope during a training voyage after a regular checkup, according to sources including the Defense Ministry.
   "It is very regrettable that the collision has happened although (the MSDF submarine) was trying to ensure safety as much as possible during the operation," Defense Minister Nobuo Kishi told reporters.
