ミサイル防衛、迷走の代償　海上配備回帰、問われる整合性―地上イージス代替・政府

　政府は断念した陸上配備型迎撃ミサイルシステム「イージス・アショア」の代替策として、「イージス・システム搭載艦」２隻を新造することを１８日に閣議決定する方針だ。アショア配備候補地に海上自衛隊の負担軽減など地上配備の有用性を説明しながら、洋上配備に回帰。防衛力整備の信頼と整合性が問われる。地上用レーダーを転用するが、異例の試みだけに膨張するコストや配備時期も見通せない。迷走の代償は大きい。
　◇アショア必要だったのか
　アショア計画は安倍晋三前首相とトランプ米大統領の日米首脳会談を経て２０１７年末に閣議決定された。自衛隊幹部は「官邸主導の『首相案件』で、配備を急げとの一点張りだった」と振り返る。防衛白書には「イージス艦では整備・補給で港に入るためすき間の期間が生じる」と明記。導入の正当性をアピールした。
　代替策に関し防衛省は、「洋上であれば、情勢の変化に応じて最適な海域へ柔軟に展開できる」と一転、海上配備の利点を強調。「来年に８隻体制となるイージス艦と組み合わせれば、緊迫時に日本全域を持続的に防護するのは可能」とした。人員不足も、定年延長や船体の省人化仕様などで切り抜けられると見込む。
　アショア導入決定の４年前にイージス艦８隻体制は決まっていた。代替策で切れ目のないミサイル防衛が可能なら、住民に負担をかける秋田、山口両県へのアショア配備にこだわる必要はなかった。迎撃ミサイルの安全性の問題でアショアは中止になったが、地元を振り回した上、測量調査などで６億円以上を費やした。
　◇運用までに１０年近くか
　護衛艦の場合、建造に通常５年を要するとされる。代替策は地上用レーダーを載せるために船体を大型化する日本独自の設計となり、運用構想もこれからだ。自民党国防族議員は「新造艦運用まで８～９年かかるのではないか」と話す。
　防衛省の試算では２隻の建造費は４８００億～５０００億円超。アショアより８００億円以上高い。最新型イージス艦（２隻）を３０年間、運用した場合の総コストは７０００億円だが、それを上回る可能性がある。（2020/12/15-07:10）

Uncertainties remain over Japan's missile defense posture, although the government is set to decide at a cabinet meeting on Friday to build two Aegis-equipped vessels as an alternative to its scrapped plan to deploy the Aegis Ashore land-based missile interceptor system.
   Initially, the plan to introduce the U.S.-developed system was given cabinet approval in late 2017, following a summit between then Japanese Prime Minister Shinzo Abe and U.S. President Donald Trump.
   A senior Self-Defense Forces officer said that the prime minister's office took the initiative on the matter, demanding preparations to deploy promptly Aegis Ashore units in Japan.
   In its white paper on defense, the government explained the introduction of the land-based system by pointing out that Aegis destroyers need to be docked for maintenance and refueling, suspending their operations.
   But the Defense Ministry now emphasizes the advantages of Aegis deployments at sea, saying that they allow flexible responses to changes of the situation.
