自治体独自の自粛要請拡大　感染急増に危機感―新型コロナ

　新型コロナウイルスの感染再拡大を受け、状況が２番目に深刻な「ステージ３」の水準に達していない自治体の間でも、独自に外出自粛や営業時間短縮などを要請する動きが広がっている。背景には、感染者の増加ペースが今夏の「第２波」を上回っていることへの危機感がある。
　首都圏では東京都に続き、埼玉県が一部地域で飲食店などに対し、午後１０時までの営業時間短縮を要請する方針を決定。千葉県は夜間の酒類提供の自粛に加え、政府の観光支援事業「Ｇｏ　Ｔｏ　トラベル」が一時停止された札幌、大阪両市のほか、東京、愛知両都県などとの往来をできるだけ控えるよう求めた。
　茨城県は、県内の９市町が国基準で「ステージ３」に達したと判断。これら９市町に限定し、住民に対する不要不急の外出自粛と、飲食店などへの営業時間短縮の要請に踏み切った。大井川和彦知事は「加速度的に拡大する前に思い切った対策を取りたい」と強調する。
　大阪府と隣接する奈良県の荒井正吾知事は、感染リスクを回避するため、県民に飲食や買い物目的での大阪市との往来自粛を要請。兵庫県も、東京や大阪などとの不要不急の往来や、高齢者らの外出の自粛を求めている。
　県境をまたぐ移動をめぐっては、「政府が方向を示すべきだ」（阿部守一長野県知事）といった声も出ている。一方、愛媛県の中村時広知事は県職員に対し、忘年会や新年会を開く際、同じ部署の管理職全員が同席しないよう注意喚起した。仮に会食でクラスター（感染者集団）が発生した場合でも、行政サービスが中断することのないよう努める。（2020/12/02-07:08）

Amid the resurgence of novel coronavirus across Japan, an increasing number of prefectural governments are calling on residents to refrain from going out and businesses to shorten their operation hours.
   Those governments include ones in prefectures where the virus situation has yet to reach Stage 3, the second most severe level on the country's four-tier pandemic scale.
   In the Tokyo metropolitan region, the Saitama prefectural government decided to ask eateries in three areas to move up their closing time to 10 p.m. or earlier, following a similar request made by the metropolitan government.
   The Chiba prefectural government requested eateries in 11 cities in the northwestern part of the prefecture, which borders Tokyo, not to serve alcoholic beverages after 10 p.m. It also called on residents to refrain from visiting not only the cities of Osaka and Sapporo, where the Go To Travel campaign was suspended, but also Tokyo and Aichi Prefecture.
   The Ibaraki prefectural government asked residents in nine Stage 3 municipalities to avoid unnecessary outings and eateries there to shorten opening hours.
