外国人勝ち金の税制議論　カジノ、２１年度改正で決着

　２０２１年度税制改正で、カジノを含む統合型リゾート（ＩＲ）に関する税制の整備が議題に浮上している。一時滞在の外国人がカジノで得た「勝ち金」に対する課税の在り方をめぐり、米国のように一部に課税したり、シンガポールなどと同様に一律非課税にしたりする案がある。政府・与党は１０日に取りまとめる予定の税制改正大綱で一定の結論を示す方針だ。
　国土交通省は一定の金額以上をカジノで稼いだ場合、一時所得として所得税を課し、確定申告するよう求めている。ただ、訪日して国内を周遊する外国人旅行者に対して、着実に課税できるのか懸念がある。
　自民党の甘利明税調会長は「日本だけ飛び抜けたことはしない」との考えを示しており、海外の事例を参考に調整する。
　外国人旅行者について、米国では大半のゲームが非課税だが、スロットマシンなどで一定以上の勝ち金を得ると課税され、払い戻しの際に税金が差し引かれることがある。一方、シンガポールやマカオは一律で非課税となっている。（2020/12/02-07:07）

The Japanese government and ruling parties are discussing the issue of taxation on foreign visitors winning at gambling at casino-featuring integrated resorts to be built in the country, informed sources said.
   Under debate is whether to make the gains partially taxable or entirely tax-free, the sources said, adding that a conclusion will be drawn and written in fiscal 2021 tax system reform proposals due out on Dec. 10.
   According to the sources, the tourism ministry demands that the winnings be regarded as taxable temporary income if exceeding a certain amount and that gainers file tax returns.
   But it may be difficult to collect tax without fail from foreign visitors travelling around Japan, critics said.
   "We won't do something that makes Japan stand out," said Akira Amari, chairman of the ruling Liberal Democratic Party's Tax System Research Commission, indicating that the government and the ruling camp will create a casino tax system by consulting with existing overseas systems.
