宙に浮く習氏国賓来日　尖閣めぐり対中姿勢硬化―日本政府

　新型コロナウイルス感染拡大で延期された中国の習近平国家主席の国賓来日が宙に浮いた状態になっている。コロナ収束の見通しが立たないことが表向きの理由だが、沖縄県・尖閣諸島沖で活動を活発化させる中国に対し、日本側が態度を硬化させていることが影響している。
　「事態は極めて深刻だ」。加藤勝信官房長官は２５日の記者会見で、尖閣沖の日本領海の外側にある接続水域で同日、中国公船２隻の航行が確認されたことを明らかにし、強い懸念を示した。
　尖閣沖の接続水域では今年、海上保安庁が中国公船の航行を確認した日数が計３０６日に上り、過去最多を更新中。２５日のケースは菅義偉首相と王毅国務委員兼外相の面会当日の出来事とあって、日本側の受け止め方は特に厳しい。
　茂木敏充外相は２４日、王氏との会談で尖閣周辺の緊張状態を取り上げ、中国側の「前向きな行動」を要求。会談後の共同記者発表でこの部分を紹介した。これに対し、隣で聞いていた王氏はすかさず反論。中国公船の活動は「日本漁船が敏感な海域に入っているためだ」と中国の立場から正当性を主張した。
　習氏の国賓来日は昨年１１月、安倍晋三首相（当時）が中国の李克強首相と確認した。今年４月上旬で調整されていたが、３月にコロナ禍を理由に延期が決定。「秋以降」での再調整が念頭にあったが、その後も進展はない。外務省によると、２５日の菅、王両氏の会談でも言及はなかった。
　中国主席の国賓来日は２００８年の胡錦濤氏が最後。外務省や与党の一部には、経済分野を中心とする日中関係安定のため、習氏来日に期待する声が根強い。
　ただ、尖閣沖への侵入のほか香港での民主派弾圧などもあり、自民党の保守派らは国賓来日に強硬に反対。菅政権もこうした声を無視できないのが実情だ。ある政府関係者は「仕切り直しだ。来年も難しいだろう」と打ち明けた。（2020/11/25-20:31）

A planned state visit to Japan by Chinese President Xi Jinping has been put on hold, with Tokyo toughening its stance toward Beijing over the Senkaku Islands in the southernmost Japan prefecture of Okinawa.
   There has been no progress on rescheduling the visit, postponed due to the coronavirus pandemic, reflecting the Japanese government's frustration over China's activities off the Senkakus, claimed by Beijing.
   "The situation is very serious," Japan's Chief Cabinet Secretary Katsunobu Kato told a press conference on Wednesday, referring to two Chinese government ships being spotted near the contiguous zone just outside Japanese territorial waters around the islands the same day.
   The Japan Coast Guard has found Chinese government ships sailing in the contiguous zone off the islands for a record 306 days this year so far.
   The Japanese government showed particularly strong concerns over the incident on Wednesday because it occurred on the same day as Japanese Prime Minister Yoshihide Suga held talks in Tokyo with visiting Chinese State Councillor and Foreign Minister Wang Yi.
