ＲＣＥＰ、９１％関税撤廃　世界最大の自由貿易圏に―中韓と初の協定・１５カ国署名

　日本と中国、韓国、東南アジア諸国連合（ＡＳＥＡＮ）加盟国など１５カ国は１５日、東アジア地域包括的経済連携（ＲＣＥＰ）交渉に合意、署名した。世界経済・貿易の３割を占める最大規模の自由貿易圏が誕生する。工業製品を中心に全体の関税撤廃率は９１％に上る。日本はＲＣＥＰでアジアの広い地域に自由貿易を拡大し、経済成長の足掛かりとする考えだ。
　日本にとっては、中韓両国と初めて結ぶ経済連携協定（ＥＰＡ）となる。貿易額で見ると、中国は最大、韓国は第３位の相手国。また、ＡＳＥＡＮ各国には日本の自動車メーカーなどが多数進出しており、完成車や部品の関税がアジア広域で撤廃・削減されれば企業の国際展開に追い風となりそうだ。協定が発効すれば日本の貿易額に占めるＥＰＡ締結国の割合は８割弱となり、主要国で最高水準となる。
　ＲＣＥＰ１５カ国の首脳は１５日昼すぎからテレビ会議形式の会合を開き、日本からは菅義偉首相が参加。会合後に公表した共同首脳声明で「世界の貿易および投資ルールの理想的な枠組みへと向かう重要な一歩」とＲＣＥＰの意義を強調した。
　ＲＣＥＰは、自動車をはじめ工業製品や農産品の関税撤廃、電子商取引、知的財産権の保護ルールといった幅広い分野にわたる。日本が「聖域」とするコメ、麦、牛・豚肉、乳製品、砂糖の農産品重要５項目は関税削減の対象から除外された。（2020/11/15-19:23）

Japan and 14 other Asia-Pacific countries reached a landmark agreement on Sunday to create a sprawling free economic area covering 30 pct of the world population.
   The leaders of the 15 nations, including Japanese Prime Minister Yoshihide Suga, signed the agreement on the Regional Comprehensive Economic Partnership at a videoconference, after confirming plans to abolish tariffs on automobiles and other industrial products and to write new rules for e-commerce and intellectual property protection.
   Japan hopes that the free trade accord among the 15 nations, which together have a population of 2.3 billion, will give momentum to its economic growth. RCEP is expected to boost exports of industrial goods and food from Japan, as well as reinvigorate corporate activities in the whole region by laying down economic activity rules with a high degree of freedom.
   Besides Japan, RCEP brings together China, South Korea, Australia, New Zealand and the 10 member states of the Association of Southeast Asian Nations.
   RCEP will be Japan's first free trade agreement with China or South Korea.
