駐日大使人事、振り出しに　通例は前大統領の指名無効―米

　【ワシントン時事】米大統領選でバイデン前副大統領の勝利が確実になったことで、次期駐日大使人事が宙に浮いている。専門家によると、上院承認前の人事案件は通例、指名した大統領の退任に伴って無効になる。このため、駐日大使人事は振り出しに戻り、新大統領が別の人物を指名して上院に承認を求めるプロセスを繰り返すことになりそうだ。
　トランプ大統領は今年３月、保守系シンクタンク「ハドソン研究所」のワインスタイン所長を駐日大使に指名する意向を表明した。ただ、新型コロナウイルス感染拡大などの影響で承認プロセスが遅れ、上院外交委員会でオンライン形式の公聴会が開かれたのは８月に入ってからだった。
　同委は９月２２日にワインスタイン氏の人事案を可決し、上院本会議に承認するよう勧告。ただ、その後に大統領選、連邦議会選が本格化したため、本会議で採決は行われなかった。
　ジョンズ・ホプキンス大ライシャワー東アジア研究所のケント・カルダー所長は「大統領の退任とともに未承認の指名は無効になる」と説明。上院での承認プロセスも、大統領選と同時に改選された連邦議会が来年１月初旬に招集されると同時に白紙に戻るといい、「大統領選の結果が確定すれば、駐日大使を指名する権限は１月２０日からバイデン氏の手に移る」と語った。
　ワインスタイン氏側は時事通信の取材に「コメントできない」と回答した。
　同氏は安倍晋三前首相とトランプ政権中枢に近いことで知られ、日米の重要なパイプ役になると期待された。駐日大使をめぐっては、ハガティ前大使が上院選に出馬するため、２０１９年７月に辞任。以来、駐日大使の空席が１年以上続く異例の事態となっている。（2020/11/13-07:07）

The appointment of the next U.S. ambassador to Japan will likely have to start from scratch after Democratic Party candidate Joe Biden declared victory in the presidential election.
   Experts say current U.S. President Donald Trump's nominee for the post is unlikely to be approved, and that the new president will have to restart the nomination process from square one.
   Trump expressed his intention in March to nominate Kenneth Weinstein, president of the conservative think tank Hudson Institute, as ambassador to Japan.
   But the Senate appointment process was delayed due to the novel coronavirus epidemic, and the first online hearing on the matter at the Senate Foreign Relations Committee began in August.
   The committee endorsed the nomination on Sept. 22, urging the full Senate to confirm Weinstein for the post.
