大分、観客輸送に注力＝官民一体で「おもてなし」－ラグビーＷ杯

　ラグビーのワールドカップ（Ｗ杯）日本大会の開催都市では、円滑な観客輸送に力を入れてきた。１次リーグ３試合、準々決勝２試合の計５試合の舞台、大分スポーツ公園総合競技場のある大分は、官民一体となった受け入れ態勢を整備。国内外から大勢のファンが訪れるビッグイベントに対応している。
　渋滞解消のため県が採用したのは、海外ではおなじみのパークアンドライド方式。車社会の地方では有効な手段で、福岡、熊本などでも用いられた。自家用車などで指定の駐車場に乗り入れ、その先はシャトルバスで移動する。確保した８カ所の駐車場には約３０００台が駐車可能。ピストン輸送するバスは県内外から約４００台を用意した。
　最初の試合となった２日のニュージーランド－カナダ戦で、試合後にバスが次々に駐車場に到着して混乱。この対策として、大分県警の協力で道路の信号機のタイミングや時間を調整した。これでバスが適度な間隔を保ち、５日のオーストラリア－ウルグアイ戦からスムーズな輸送を実現した。
　訪日外国人旅行者への意識は民間でも強い。ＪＲ大分駅周辺からスタジアムまでのタクシーの乗車料金を統一し、英語、フランス語など数カ国語で書かれたカードを運転手に配布した。
　年配の運転手は「統一料金というのが口コミで伝わり、外国人客の利用も増えてきた」。大分県ラグビーＷ杯２０１９推進課の高橋強課長は、「試合の高揚感を壊さないよう移動してもらうのが大事。心を込めたおもてなしが、欧米をはじめ、世界中の人々に大分を知ってもらうことにつながる」と語った。（2019/10/16-05:43）

The prefectural government of Oita, southwestern Japan, one of the hosts for the 2019 Rugby World Cup, is working with the private sector to ensure smooth transportation for spectators.
   Through such moves, the prefecture, home to Oita Stadium in the city of Oita, a venue for three pool matches and two quarterfinals, aims to extend a welcoming hand to the visiting crowds of rugby fans from both within and outside Japan.
   The prefecture has adopted a park-and-ride system, commonly seen overseas, to ease congestion.
   An effective measure for auto-orientated rural areas, the system has been introduced in Fukuoka, Kumamoto and other host cities as well.
   Under the system, people park their vehicles at designated parking lots and then travel to game venues by shuttle bus.
