台風１９号、予備費７億円を支出＝安倍首相、物資輸送を強化－参院予算委

　安倍晋三首相は１６日の参院予算委員会で、台風１９号の被害を受け、自治体の要請を待たずに物資を送る「プッシュ型支援」を強化するため、２０１９年度予算の予備費から７億１０００万円を支出する方針を明らかにした。今回の台風被害に伴う予備費支出は初めて。
　国民民主党の増子輝彦幹事長代行は、早期の激甚災害指定を要請。首相は「私が『激甚災害に指定する方向』と言っているから、安心して全力を尽くしてほしい」と応じた。
　赤羽一嘉国土交通相は、河川の水位情報などを伝える国交省のウェブサイト「川の防災情報」が、台風接近時にアクセス集中で接続しにくい状況が生じたと説明、陳謝した。日本維新の会の片山大介氏への答弁。（2019/10/16-11:53）

Japanese Prime Minister Shinzo Abe said Wednesday that the government will use reserve funds totaling 710 million yen under its fiscal 2019 budget to provide relief supplies to people affected by Typhoon Hagibis.
   The money will be used to send supplies even before requests come from local governments. Abe unveiled the plan at a meeting of the Budget Committee of the House of Councillors, the upper chamber of parliament.
   Abe reiterated his intention to designate the 19th typhoon of the season as an extremely severe disaster eligible for enhanced state aid for affected areas.
   Infrastructure minister Kazuyoshi Akaba apologized for the difficulty people faced accessing the ministry's website offering information about river water levels when the typhoon came.
   Foreign Minister Toshimitsu Motegi dismissed a call from South Korea to ban the use of the "kyokujitsuki" rising sun flag at venues of the 2020 Tokyo Olympics and Paralympics. "We don't think raising the flag amounts to political advertising," he said.
