政府、「ＧｏＴｏ」東京発着は除外　地方の懸念強まり―安倍首相「状況踏まえ判断」

　政府は１６日、国内旅行代金の一部を補助する「Ｇｏ　Ｔｏ　トラベル」キャンペーンについて、東京発着を対象外とする方針を決めた。感染流入を懸念する地方の声に配慮し、全国一律で実施する予定を変更。同日開催した新型コロナウイルス感染症対策分科会（会長・尾身茂地域医療機能推進機構理事長）に提示し、了承を得た。
　政府は当初、キャンペーンを２２日から全国で実施する構えだった。しかし、東京都の小池百合子知事や大阪府の吉村洋文知事らから再考を求める声が上がったこともあり軌道修正した。東京が除外されたことでキャンペーンの経済効果が限定的になるのは必至だ。

　東京では再び感染者が増加傾向にあり、１６日は１日当たりで過去最多となる２８６人の感染が確認された。安倍晋三首相は首相官邸で記者団に「現下の感染状況を踏まえ、こういう判断になった」と説明した。
　東京都を目的地とする旅行や都内の旅行、都内居住者の旅行は当面、補助対象から除外。その他に関しては、宿泊業者と旅行者に感染防止策の徹底を求めた上で、予定通り２２日から実施する。
　分科会では、出席者から「東京だけ除外するのはちょっと違和感がある」との意見が出たが、最終的に了承された。今回のキャンペーンを「『新しい生活様式』に基づく旅の在り方を国民に周知する契機にしてほしい」と提言。風邪の症状がある際の旅行は控え、若者・高齢者の団体旅行、大人数の宴会を伴う旅行も「控えることが望ましい」との見解を示した。（2020/07/16-23:05）

The Japanese government plans to exclude trips to and from Tokyo, from its "Go To Travel" tourism promotion campaign, in view of the resurgence of novel coronavirus infection cases in the country's capital, it was learned Thursday.
   Tourism minister Kazuyoshi Akaba told reporters of the plan at the prime minister's office and added that the government will make a final decision after hearing from a government panel of experts on coronavirus response measures, which is holding a meeting on the day.
   "We will remove travels to Tokyo (by people in other prefectures) and trips (out of the capital) by Tokyoites from the campaign, based on the current state of infections," Akaba said. He reiterated the government's stance of launching the campaign on Wednesday as planned while urging travelers and accommodation operators to take thorough infection prevention measures.
   Tokyo marked 286 new daily coronavirus infection cases on Thursday, a record daily high. Recent spikes in infections in Tokyo and other major cities have prompted regional leaders to voice concerns over the possibility of the virus spreading to their areas from metropolitan areas.
   "Some regions urgently want (the Go To Travel campaign) to go forward," economic revitalization minister Yasutoshi Nishimura, who is in charge of the government's measures in the fight against the epidemic, said at a meeting on Thursday of the Budget Committee of the House of Councillors, the upper chamber of the Diet, Japan's parliament. He expressed willingness to start the campaign as planned.
