最低賃金上げ、縮小不可避　コロナ影響、中小に配慮―厚労省審議会が議論開始

　最低賃金引き上げの目安を決める厚生労働省の中央最低賃金審議会は２６日、２０２０年度の議論を開始した。直近では４年連続で約３％の引き上げが続いたが、今年度は新型コロナウイルスの感染拡大に伴い、景気が急速に悪化。中小企業団体が賃上げの凍結を求める中、政府も慎重姿勢に傾いている。上げ幅の縮小は不可避な情勢だ。
　最低賃金の検討に関し、安倍晋三首相は「中小企業の厳しい状況を考慮し、検討を」と指示している。これを受け、審議会の会長を務める藤村博之法政大大学院教授は２６日の会合で、「新型コロナによる雇用経済への影響に配慮する必要がある」との認識を示した。
　１９年度の最低賃金は全国平均で前年度比２７円増の９０１円。政府は賃上げにより消費を拡大し、デフレ脱却を図ろうと、早期に全国平均１０００円を目指す方針を閣議決定している。審議会はこれに沿った形で議論を進めてきた。
　しかし、今年度は使用者側が「引き上げを凍結すべきだ」（日本商工会議所の三村明夫会頭）と、強く主張。過去にもリーマン・ショックや東日本大震災の後は、引き上げ幅が圧縮されている。
　一方、労働側は「３％を相当程度意識してきたことを曲げる必要はない」（連合の神津里季生会長）と反発。引き上げを凍結すれば経済が冷え込み、雇用が守れなくなるといった声もあり、議論は難航が予想される。
　中央最低賃金審議会は労使代表者と公益委員で構成しており、７月下旬に目安を策定する見通し。これを受けて各都道府県の審議会が地域ごとの水準を決め、１０月１日前後から新たな最低賃金が適用される。（2020/06/27-07:23）

A Japanese government panel that annually decides a recommended minimum wage hike is expected to set a smaller increase for fiscal 2020 than in recent years as the novel coronavirus epidemic takes its toll on the economy.
   The Central Minimum Wages Council held a meeting Friday to begin discussions for the year, after minimum wages were raised by about 3 pct in the past four years. This time, some industry groups are calling for a freeze on wage hikes amid the epidemic.
   "There is a need to consider the impact of the novel coronavirus on the labor economy," Hosei University professor Hiroyuki Fujimura, who chairs the labor ministry panel, said at the meeting.
   The comment came after Prime Minister Shinzo Abe instructed the panel to take the severe business circumstances of small companies into consideration when determining a recommended hike for fiscal 2020.
   The average minimum hourly wage stood at 901 yen among the 47 prefectures of the country in fiscal 2019, up 27 yen from the preceding year.
