臨時国会見送り論浮上　政府・与党、追及回避を優先―召集なら衆院解散臆測

　政府・与党内で秋の臨時国会召集を見送る案が浮上した。野党に追及の機会を与えない方が得策との判断があるのに加え、新型コロナウイルスの第２波が襲来した場合でも２０２０年度第２次補正予算で積み増した１０兆円の予備費で当面しのげるとみるためだ。一方で、国会を開けば衆院解散含みになるとの見方がくすぶる。安倍政権の召集判断が政局の焦点の一つになりそうだ。
　菅義偉官房長官は２６日の記者会見で秋に臨時国会を召集するか問われ、「通常国会が終わったばかりであり、何も決まっていない」と述べた。
　ただ、先の通常国会で一般会計総額が計５７兆円を超える２回の大型補正が成立しており、政府高官は「臨時国会はやらなくていい」と明言。自民党国対幹部は「必要がなければ開かない」と述べ、公明党幹部も「召集しないだろう」との見立てを示した。
　政府関係者は「首相官邸が特に召集に後ろ向きだ」と明かす。河井克行前法相夫妻が逮捕された公職選挙法違反事件で逆風を受ける政権の立て直しを優先するためだ。安倍晋三首相には「ポスト安倍」を見据え、求心力を早く取り戻して影響力を維持したいとの思いもあるとみられる。
　野党は、河井夫妻側に自民党本部から支払われた１億５０００万円が買収の原資になったとして首相を追及したい考え。だが、与党は閉会中審査への首相出席を拒んでおり、臨時国会を開けば首相が矢面に立たされるのは確実だ。
　早期処理が必要な案件が少ないことも召集見送り論に拍車を掛ける。現時点で来年の東京五輪に合わせて祝日を移す特別措置法改正案ぐらいだ。
　今秋の解散・総選挙が取り沙汰される中、自民党幹部は「解散するなら臨時国会を開くだろう」と指摘する。解散に備え、内閣改造・自民党役員人事が８月に前倒しされるとの見方もある。首相はこうした政治日程の組み方を慎重に判断する構えだ。
　臨時国会が開かれない年となれば２０１５年以来。野党の猛反発は必至だ。１５年は安全保障関連法を成立させるため通常国会の会期を９月下旬まで９５日間延長。小泉政権下の０５年も臨時国会はなかったが、「郵政解散」に伴う特別国会が４２日間の会期で召集されている。（2020/06/27-07:24）

Japan's government and ruling parties are considering not holding an extraordinary session of the Diet, the country's parliament, this autumn, it has been learned.
   The move is partly seen as an attempt to deprive opposition parties of an opportunity to grill the administration of Prime Minister Shinzo Abe, who is facing mounting criticism.
   Some also noted that the government has set aside enough reserve funds to do without a Diet session even if a second wave of coronavirus infections hits the country.
   Chief Cabinet Secretary Yoshihide Suga told a press conference on Friday that the government has yet to determine whether to convene an extraordinary Diet session in autumn, saying, "This year's regular Diet session just ended, so nothing has been decided."
   But a senior government official said that there is no need for an extraordinary Diet session as two fiscal 2020 supplementary budgets with general-account spending totaling 57 trillion yen were enacted. An unprecedented 10 trillion yen in reserve funds that can be used by the government at its own discretion has been earmarked under the second supplementary budget.
