在外邦人、１０万円支給に数年か　全員確認なら作業膨大に―新型コロナ

　新型コロナウイルス感染拡大に伴う国民一律１０万円の給付金支給対象を在外邦人にも広げるとした政府内の検討が難航しそうだ。本人が居住しているかの確認や二重払い防止の事務手続きが煩雑になる可能性が高いためだ。政府が新型コロナ対策で「スピード感」を強調する中、関係者からは実際に全員に支給を終えるには２～３年かかるとの見通しも出ている。
　外務省によると、２０１８年１０月時点の在外邦人は約１３９万人。支給する場合、この統計が一つの目安になるとみられる。ただ、この人数は旅券法で届け出が義務付けられている在留届に基づく推計値。提出・変更を怠っても罰則はなく、データと実情にはずれがある。
　実際、今年１月下旬から２月中旬にかけ、中国・武漢市から在留邦人を帰国させる際、在留届の登録者と現地邦人の数に差があり、本人確認作業に労力を割いたという。外務省幹部は「１４０万人一人ひとり確認すると大量の事務作業になる。人手不足の在外公館では不可能だ」と語る。
　日本国内に住所を残す在外邦人が海外でも申請して二重払いが生じる懸念もある。ただ、確認作業を徹底すれば支給までの期間が延びるのは避けられない。
　自民党内では「多少の二重払いが生じたとしても、在外邦人からの自主申告方式でやるしかない」との指摘が出ている。（2020/06/14-07:26）

Discussions within the Japanese government to expand the scope of its coronavirus relief payments to cover overseas residents may run into difficulties, with some people estimating that the payments may take a few years to complete.
   The payments will likely require complicated office procedures to confirm the Japanese expatriates' residency and to prevent making duplicate payments.
   Although the Japanese government has stressed that it will quickly implement coronavirus measures, some people have said that it may take two to three years for the government to finish paying 100,000 yen per person to all overseas residents.
   According to the Foreign Ministry, there were around 1.39 million Japanese nationals living overseas as of October 2018.
   The government is expected to use the figure and other data if it decides to provide such people with the cash benefits.
