子ども食堂に備蓄米提供　コロナ休校受け対象拡大―農水省

　農林水産省は、地域の子どもに無料か低価格で食事を出す「子ども食堂」に政府備蓄米を無償提供する方針を決めた。新型コロナウイルス対策の臨時休校期間中、給食が停止し、子ども食堂のニーズが高まったと判断。備蓄米の交付対象を拡大した。開始時期を現在、調整している。
　政府は、１９９３年にコメの大凶作が起き緊急輸入を実施したことを踏まえ、９５年に備蓄制度を整えた。常時、温度１５度以下、湿度６０～６５％の倉庫で、計約１００万トンを玄米の状態で保管している。
　９８年度から一部を学校給食に提供。備蓄制度の役割と米食の重要性を理解してもらう狙いから、主に小学校での給食をはじめ、調理実習、保護者や教員、栄養士らが参加する試食会などで使用されてきた。
　今回、備蓄米の交付に関する要領を一部改正し、子ども食堂のほか、生活困窮世帯などに食材を配布する「フードバンク」のうち、子どもに食事を出している団体も対象に加えた。運営者が申し込めば、約１～２カ月後に各地の保管倉庫で引き渡せるという。
　上限は１団体当たり年間６０キロで、比較的新しいコメを提供できる見込み。申請に当たっては、コメの使用量を前年度より増やす計画の提出が求められる。
　無償提供の問い合わせは、農水省穀物課で受け付けている。同課は「子ども食堂にも食育推進のプレーヤーになってもらえれば」と期待を寄せている。（2020/06/13-13:29）

The Japanese agriculture ministry plans to provide rice from government stockpiles for free to "kodomo shokudo" cafeterias that offer free or low-priced meals to children from families in need, it has been learned.
   The move comes after the role played by kodomo shokudo cafeterias grew while school lunch was suspended during emergency school closures earlier this year reflecting the novel coronavirus outbreak, sources familiar with the matter said, adding that the ministry is studying when to begin the rice supply.
   The government established in 1995 a system to stock rice, a staple food for Japanese, after it was forced to import the grain as an emergency measure in the wake of extremely poor harvest of domestic rice in 1993.
   Under the system, the government stockpiles a total of about 1 million tons of unmilled rice at warehouses where the temperature is kept at 15 degrees Celsius or below and humidity at 60-65 pct.
   The government started in fiscal 1998 to supply some of the stockpiled rice for school lunch, mainly at elementary schools, as part of its efforts to help students understand the importance of the stocking system and the rice-eating culture.
